Vilkår for deltakelse

Requirement:
The tenderer shall have his tax and VAT payments in order.
The tenderer must be a legally established company.
Tenderers who shall perform work in Norway must meet the requirements for health, safety and environment that the Norwegian authorities always stipulate.
Documentation:
Tax certificate and VAT certificate (from October 2014 a joint certificate for tax and VAT can be ordered from Altinn). The Tax Certificate(s) must not have been issued more than 6 months from the application deadline.
Foreign tenderers are to provide certificates from the corresponding authorities in the countries where they are registered for tax. If the authorities in the respective countries do not issue such authorisation, the tenderer must present a self-declaration regarding whether there are arrears on taxes and if so, the amount of these. The self declaration must be signed.

Foreign tenderers must prove that the company is registered in a professional register or business register as prescribed in legislation in the countries where the tenderer is established.

Økonomisk og finansiell stilling:
Requirement:
Good economic solvency is required along with financial capability/financial understanding.
Documentation:
—The tenderer's annual financial statements, annual report and audit report for the last three years and recent information which is of importance to the tenderer's fiscal figures. Financial statements, annual report and audit report are what Norwegian companies send to the Brønnøysund Register Centre.

—In the event of creation/utilisation of a project company (SPV), there must be confirmed that there will be a mother company guarantee or other guarantee from a third party (bank/finance) for the obligations the project company accepts until the start of the tenancy period.

—Information on economic conditions or losses which are not documented in other places and which require documentation in accordance with Norwegian and/or international accounting standards.

Teknisk og faglig kapasitet:
Requirement:
The tenderer shall have an very good ability to fulfil the contract:
1. The tenderer is required to have very good competence to carry out equivalent assignments (as a property developer and long term property owner with management, maintenance and operational responsibilities).
2. The tenderer is required to have experience from similar assignments (property developer and long term property owner with management, maintenance and operation responsibilities).
The tenderer is required to either be in possession of or will get possession of a suitable site/property in Lunner in accordance with the municipality's and the National Housing Bank of Norway's requirements and expectations for the location. The site must be located within the stated area border as this border is shown on the map enclosed in the tender documents as annex 2.

The tenderer is required to posses or be able to obtain necessary government approvals for completing the contract.
A good, efficient quality assurance system is required.
Documentation:
1. Competence:
The tenderer shall prepare a competence matrix for each area of responsibility/profession. The following areas of responsibility shall at a minimum be included in the matrix: (1) project management, (2) architect, (3) technical consultants (engineering designers), (4) financial consultants, (5) property manager and (6) any central contractors. An overview shall be given of available resources based on education and professional qualifications that the tenderer can use within each of the general and special professions. For each individual area of responsibility, it shall be stated which company shall conduct the assignment (if sub-contractors are used). CV s are not to be submitted.

2. Experience from similar assignments:
The tenderer shall answer the application form point 4.3. Here the tenderer must provide the most relevant assignments from the last five years, including their values, time frames and recipients. It shall specifically state:
— Which projects the tenderer developed and is/was a long term occupier.
— Which projects may have been undertaken.
The tenderer must provide a name and email address for a reference at the receiver of each of these most relevant projects, including tenants. The contracting authority reserves the right to contact the stated reference persons.
1. Description of the site/property with the address and cadastral and property numbers.
2. A general description that states and refers to the planning base's possibilities and limits for the actual localisation and which justifies why the location of the new health centre is in accordance with the planning base (simple feasibility study).

3. Transcript from the land register that confirms the availability of the property or documentation that the contractor has or will get for an unrestricted period the right to use the site/property for sheltered accommodation.
— Valid proof of Central certification for the right to be responsible in enterprise class 3 for SØK and PRO respectively, or
— Documentation that the business meets the requirements of local right to accept responsibility for the measure within the same enterprise class and function as stated above. For detailed information about which requirements that must be complied with, in order to obtain such approval, see the Regulations on building matters (SAK10) Third part — Approval and responsibility.

— A statement of the tenderer's quality assurance/ management system to ensure that the assignment is carried out in a most efficient and purposeful manner, including systems to ensure protection of interdisciplinary environment and climate requirements.

— The leading company in the contractor group shall enclose an example of a project plan from a completed project that includes: an activity description, documentation and achievement measurements (activity, costs and progress).

With the selection of any surplus qualified contractors, the Contracting Authority will invite the relevant contractors who are best qualified on the basis of the qualification requirements given in the tender. When evaluating who is the best qualified contractor, the contracting authority will emphasise the qualification requirements regarding the contractor's ability to fulfil the contract and suitable site/property for sheltered accommodation.
