Requirement:
The contractor shall have his tax payments in order.
The contractor shall have his VAT payments in order.
The tenderer must be a legally established company.
Tenderers who shall perform work in Norway must meet the requirements for health, safety and environment that the Norwegian authorities always stipulate.
Documentation:
Tax certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers are to provide certificates from the corresponding authorities in the countries where they are registered for tax.
If the authorities in the respective countries do not issue such authorisation, the tenderer must present a self-declaration regarding whether there are arrears on taxes and if so, the amount of these. The self declaration must be signed.
VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
If the authorities in respective countries do not issue such authorisation, the tenderer must provide a self-declaration form regarding whether there are arrears on value-added tax and if so, the amount of this. The self declaration must be signed.
Company Registration Certificate.
Foreign tenderers must prove that the company is registered in a professional register or business register, as prescribed in legislation in the country where the tenderer is established.
Appendix 2 — A filled-in HSE self-declaration form.
Requirement:
Good economic solidity is required along with financial capability/financial understanding.
Documentation:
— The tenderer's annual financial statements, annual report and audit report for the last three years and recent information which is of importance to the tenderer's fiscal figures. Financial statements, annual report and audit report are what Norwegian companies send to the Brønnøysund Register Centre.

— Credit analysis of the contractor issued by a certified credit rating agency.
— Information on economic conditions or losses which are not documented in other places and which require documentation in accordance with Norwegian and/or international accounting standards.
— Experience with financing similar projects. Documentation is to be given by filling in the reference list included in the application form point 4.3.
— Example of a financing plan for a similar project.
— If a single purpose company or similar is required to be established for this project, the contractor shall present confirmation that a parent company guarantee or another guarantee from a third party (bank/financial institution) shall be provided.

Requirement:
The tenderer is required to either be in possession of or will get possession of a suitable site/property in Oslo municipality in accordance with the municipality's and the National Housing Bank of Norway's requirements and expectations for the location of a nursing home.

The tenderer shall have an very good ability to fulfil the contract:
1.The contractor is required to have very good competency in the execution of similar contracts. (Property developer and long term property occupier with management, maintenance and operation responsibilities).
2. The tenderer is required to have relevant experience from equivalent assignments. (Property developer and long term property occupier with management, maintenance and operation responsibilities).
The tenderer is required to posses or be able to obtain necessary government approvals for completing the contract.
A good, well functioning quality assurance system is required.
A good and efficient environmental management system is required.
Documentation:
1. Description of the site/property with the address and cadastral and property numbers.
2. A general description that states and refers to the planning base's possibilities and limits for the actual localisation and which justifies why the placement of the new nursing home is in line with the planning base and Oslo municipality's wishes. (Simple feasibility study).

3. Transcript from the land register that confirms the availability of the property or documentation that the contractor has or will get for an unrestricted period the right to use the site/property for nursing home purposes.
1.Competence:
The tenderer shall prepare a competence matrix for each area of responsibility/profession.
The following areas of responsibility shall as a minimum be included in the matrix: Project management, architect, central technical consultants (engineering designers), financial consultants, property managers and central contractors. It shall be clear which company shall conduct the assignment (a binding statement is required) for each individual area of responsibility,. The contractor shall submit a description of personnel with education and professional qualifications that the contractor can utilise within each of the general and special areas of responsibility. CV s are not to be submitted. Specific personnel will be included in the tender documentation.

2. Experience from similar assignments:
Contractors shall prepare an overview of the most important assignments in the last five years, including a description of the five most relevant assignments, including their value, date and recipient. It shall specifically state:
— Which projects the tenderer developed and is/was a long term occupier.
— Any nursing homes that have been undertaken.
— Which projects the tenderer has carried out…
… as a passive house and which projects the tenderer has delivered with BREEAM certification or equivalent.

The tenderer must provide a name and email address for a contact person for each of these five most relevant projects, including tenants. The contracting authority reserves the right to contact the stated reference persons.

— Valid proof of central certification for the right to be responsible in development class 3 for SØK and PRO respectively and also for UTF if the contractor group consists of contractors.

—Documentation that the business meets the requirements of local right to accept responsibility for the measure within the same enterprise class and function as stated above. — An account of the company's quality assurance to ensure that the assignment is being carried out in the most efficient and purposeful way.
— An example of a project plan for executed projects and a PA plan for handling sub contractors shall be enclosed.
— An account shall be presented of how the routines are carried out and how they function. The submission of a valid certificate is sufficient in cases where the routines are described in the organisation's quality or environmental management system in accordance with ISO 9001, ISO 14001, EMAS or an equivalent third party verified system.

In the event of any selection of any surplus qualified contractors, Oslo municipality will invite those contractors who are best qualified on the basis of the qualification requirements in the competition. When deciding on which contractor is best qualified, the contracting authority will emphasise the contractor's ability to fulfil the contract and the suitability of the site.
