Operation of car parks and guest harbours

Innkjøpsassistanse Vest as

Stavangerregionen Havnedrift AS invites service providers to submit tenders for the provision of services for the operation of car parks and guest harbours. The contract is for car parks in Stavanager as well as the guest harbours in Børavigå and Vågen.
The contract shall be valid for two years commencing 1.6.2015. Stavangerregionen Havnedrift AS shall have an option for a contract extension for a further 1 + 1 year on the same terms that apply for the first 2 years of the contract.
The contract includes the following services: Car park security guard services, maintenance of and cleaning car parks, financial follow-up and reporting. Service providers shall themselves see to the necessary equipment for the car parks, including payment machines etc., i.e. the use of this shall be included in the service provider's price for the services included in this competition.
The contract is for an estimated turnover, including the option for an extension, of approx. 36 000 000 NOK. This turnover figure is not binding for the contracting authority, as it is the service provider that carries the risk for the size of the actual turnover.

3. Qualification requirements.
3.1. Certificates.
3.1.1. HSE self-declaration.
Tenderers shall present a self-declaration in accordance with the attached template confirming that the tenderer fulfils, or will fulfil upon any award of contract, legal requirements in Norway on health, safety and the environment.
3.1.2. Company registration certificate.
Tenderers shall be a legally established company, documented by the presentation of a company registration certificate or an equivalent certificate as prescribed by the legislation in the country where the tenderer is registered as a company.
The certificate shall not be older than one month calculated from the tender deadline.
Økonomisk og finansiell stilling:
3.2. The tenderer's financial and economic position.
Tenderers must have sufficient financial capacity to be able to fulfil the contract.
Documentation requirement:
— The company's last annual report and the auditor approved annual accounts for the last three years, as well as recent information that is significant for the company's accounting figures.
The minimum requirement is that the service provider has achieved a positive operational profit in all of the last 3 accounting years.
— Credit rating not older than 6 months, calculated from the deadline deadline.
Teknisk og faglig kapasitet:
3.3. The tenderer's professional qualifications.
A very good implementation ability is required.
The tenderer shall have experience with the provision of equivalent services.
Documentation requirement:
— The tenderer's references for the most relevant contracts during the last three years, with information on the following for each contract:
• The contracting authority with a contact person;
• Brief description of the assignment;
• The contract's annual value;
• Start and completion date.
Stavangerregionen Havnedrift AS reserves the right to contact the stated references and to emphasise the description provided by the contact person when evaluating the tenderer's qualifications.
Tenderers shall have expertise within the provision of car parking services.
— Overview of the company's total manpower;
— Information on relevant professional qualifications at the tenderer, including qualifications of the offered key personnel, the offered project manager and/or the local operational manager.
