Bybanen AS (Bergen Light Rail)

The agreement includes a stand-by arrangement, error recoveries as well as incidental alteration and maintenance works for the section Byparken — Lagunen, within the special field Signal/Telecommunications/IT/Electro From autumn 2016 Bergen Light Rail shall be expanded to include the section Byparken-Flesland.
— The agreement includes up until 25 stand-by guard duty weeks per annum, spread out over the year. Additional stand-by guard duties may be necessary and shall be agreed upon with the Bergen Light Rail, in accordance with requirement The service provider shall provide front line error recoveries in accordance with the providers' maintenance instructions for corrective maintenance. The turn-out time shall be maximum 1 hour.
— Incidental alteration and maintenance works:
This works include alterations such as installation works, system works, and maintenance works on Bergen Light Rail's system in accordance with further agreement. It also includes any works on the infrastructure for trolley buses.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1. The provider shall have settled conditions in relation to payment of taxes, payroll taxes and VAT. Documentation: A joint certificate on tax, payroll tax and VAT. The certificate shall not be older than 6 months from the deadline for receipt of tenders.

For foreign providers:
Foreign providers must submit equivalent certificates from their own country that show that they have orderly conditions in relation to the payment of tax and duties. If the authorities in the relevant country do not issue these certificates, the service provider shall submit a declaration which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the service provider's Financial Director/ person responsible for Finance.

2. Service providers shall fulfil Norwegian HSE requirements for work that is carried out in Norway. Documentation: A completed and signed HSE self-declaration. See annex 1.
3. The service provider shall be a legally established company.
Documentation: Company Registration Certificate
Foreign providers:
Verfification that the provider is registered in a trade register or a register of business enterprises in accordance with the law in the country where the provider is established.
Teknisk og faglig kapasitet:
4. The provider shall have a good implementation ability. Documentation: A short and general description of the organisation shall be given, including:
— An overview of the company's history, organisation and ownership, as well as a description of the current business.
— A description on how the company is organised in relation to implementation of the assignment, c.f. point 1.2 in the qualification documents (a separate document)
— An overview of the competence at the tenderer's disposal in relation to this agreement.
The overview requirement also applies if using a partner or sub-provider. Include a signed declaration of commitment, attachment 2, or the agreement that the provider has with them.
5. The provider shall have sufficient competence and experience with operation critical and security critical equipment.
I. Infrastructure for digital UHF radio systems:
1. TETRA infrastructure.
2. UHF radio repeater system.
3. Fibre optic tunnel raido systems.
Documentation: The provider must substantiate experience with operations and error recovery.
II.Hanning & Kahl Control&Safety system including BBR Automatic Tram Stop-system PZB600.
Documentation: The provider must substantiate that the personell has
— Minimum one year practical work experience with signal systems for rails
— Specialist course in Hanning&Kahl Control&Safety-system, including ATS.
— Cource in Regulations regarding Safety for Electrical Installations (FSE)
The specialist course and the FSE course can be implemented at a later date, but within 31.12.2015, at the latest. If this is the case, the service provider must enclose with the tender, a confirmation that the courses will be implemented within the end of 2015.

III.BBR Light Rail Signalling System FSA-600.
Documentation: The provider must substantiate that the personnel has specialist course in BBR FSA-600. If this requirement is to be fulfilled at a later date (within 31.12.2015), the provider must enclose with the tender, a confirmation that the course will be implemented within the end of 2015.

IV. SCADA systems
Documentation: The service provider must substantiate experience with operations and error recoveries.
Compliance with the requirement shall be substantiated by presenting copies of certification/CVs/course certificates for the personnel engaged in this contract.
The overview requirement also applies if using a partner or sub-provider. Include a signed declaration of commitment, attachment 2, or (a copy of ) the contract that the provider has with them.
