Open tender contest regarding precipitant chemicals and polymer

Trondheim kommune (Trondheim municipality)

At Ladehammer treatment plant (henceforth referred to as LARA) and Høvringen treatment plant (henceforth referred to as HØRA) in Trondheim municipality, a framework agreement shall be entered into. The framework agreement includes the procurement and delivery of precipitant chemicals and polymer.
The plants are the main treatment plants in Trondheim municipality and receive waste water from the entire city. Ladehammeren receives waste water from the east part of Trondheim, and Høvringen receives waste water from the west part of Trondheim.
The contract includes the delivery of complete additive agents for precipitants, coagulation and dewatering. Alterations in the purification requirements or required purification level may occur during the delivery period.
Unexpected measures/alterations, etc. may result in the plant being terminated and the use of chemicals reduced.

Requirement:
— The tenderer must be a legally established company.
— The tenderer shall be registered in a trade register in the country where the tenderer is established.
— The tenderer shall have the tax and VAT payments in order.
— Tenderer must maintain the statutory HSE requirements.
Documentation requirement:
— Company Registration Certificate (§ 17-10).
— Registration certificates in professional registers as determined by legislation in the country in which the tenderer is established. Company Registration Certificate is sufficient for Norwegian tenderers.
— Certificates for tax and VAT, not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office. (§17-14). Use RF-1244.
— Norwegian tenderers who are not VAT obliged must provide confirmation of this from the tax authorities. (§17-14). Use RF-1244.
— Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
— HSE self-declaration must be filled out, see Annex 5.
Økonomisk og finansiell stilling:
— The company's most recent Annual Report, as well as recent information which is of relevance to the company's fiscal figures (§17-8).
—The company's annual accounts or extracts thereof.
— Credit assessment of the tenderer, not older than 6 months calculated from the deadline for receipt of tenders.
The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has developed during the past 3 years.
The assessment shall be issued by a company with a credit reporting license from the Norwegian Data Protection Authority, see www.datatilsynet.no The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale.
