Lillehammer, Øyer and Gausdal municipalities have had, from 2002, had a procurement collaboration with a joint procurement office in Lillehammer municipality.
Lillehammer municipality, hereafter called the contracting authority, invites tenderers to an open tender contest for trade services for Lillehammer, Øyer and Gausdal municipalities.
The contracting authority shall procure trade services for Lillehammer, Øyer and Gausdal municipalities within each of the trade groups:
— Construction/joinery;
— Electro;
— Plumber;
— Ventilation and flashing and guttering;
— Painting/wallpapering/floor laying;
— Masonry and tiling work;
— Glazier/glass work;
— Welding and metal work;
The framework agreements shall mainly apply for maintenance measures, minor alterations and installations in the municipalities' properties.
Tenderers can submit a tender for 1 or several trades.
Tenderers can submit a tender for 1 of the municipalities, 2 of the municipalities, or for all 3 municipalities.
Three parallel framework agreements shall be signed for each trade for each municipality, provided that there are a sufficient number of suitable tenderers and tenders.

Beskrivelse av opsjoner:

The assignment shall have a duration of 2 years from when the contract is signed, with an option for an extension for 1 + 1 years. The contracting authority has a unilateral right to the option.

Some requirements for the tenderer are obligatory and absolute for all types of contracts, cf. the FOA §§ 3, 8 and 17. Tenderers shall enclose a tax and VAT certificate that is not older than six months calculated from the deadline for receipt of applications. Any arrears or other irregularities must be justified. A signed HSE self-declaration shall also be submitted.

The tenderer is required to have a legally established company.

Foreign tenderers must submit documentation that the company is registered in a trade register or company register as described.

Satisfactory financial solidity to fulfil the contract is required.

The contracting authority will obtain a credit rating itself from Experian.

Experience from equivalent assignments is required.

Tenderers shall enclose a list of the three most important contracts in the last three years. Information shall be provided on: The value of the contract, the contract period, the name of the customer and the name of a contact person with a telephone number and e-mail address.

Tenderers must have manpower with the capacity to fulfil the contract. If a tenderer will use collaborating companies to fulfil the requirement, a signed commitment statement shall be enclosed with the tender.

A description of the organisation as well as how the organisation will be used to fulfil of the contract. An overview of the tenderer's total manpower with the names and CVs of persons who shall carry out the assignment.

Tenderers are required to have a quality assurance system.

Tenderers shall document or give a description of their quality assurance system. Or an ISO certificate or another quality standard can be enclosed.
