Open tender contest for a digital message book for the school and nursery sector

Trondheim Kommune

Trondheim municipality has established the development programme ‘Digital First Choice’, the intention of which is to ease digital communication between the municipality and residents and businesses. As a part of the development programme, we have identified several actual services we would like to realise, of which a digital message book is one of the services that we would like to realise soon.
Several communication channels are currently used between schools, nurseries, before-and-after-school care and the home, both traditional physical message books, letters sent home with pupils, letters and various digital systems. In order to have a uniform IT platform in Trondheim municipality, with good integrations between the different trade systems, we would like to look at a consolidation of how digital communication with Trondheim municipality shall occur.
As a part of this work, Trondheim municipality has started a tender process with a view to procuring a good system for a digital message book for schools, before-and-after-school care and nurseries.

Options that are to be priced independently are:
— O1: Functionality for presence/absence for nurseries and before-and-after-school care.
— O2: Notification functionality in the event of a no-show.
— O3: Booking functionality (connected to development meetings).
— O4: Activity division for nurseries and before-and-after-school care.
— O5: Dialogue functionality for employees.

Documentation requirement:
— Company Registration Certificate (§ 17-10)
— Certificates for tax and VAT, not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office. (§17-14). Use RF-1244.
— Norwegian tenderers who are not VAT obliged must provide confirmation of this from the tax authorities. (§17-14). Use RF-1244.
— Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
—HSE self-declaration must be filled in (§17-15) see Appendix 2.
Requirement:
— The tenderer must be a legally established company.
— The tenderer shall have his tax and VAT payments in order.
— The tenderer shall comply with the regulation's requirements in relation to HSE.

— Credit rating, not older than 6 months, based on the last known accounting figures.

— Overview of the company's total manpower.

If the company is certified, evidence of the certification must be attached.
