The Norwegian Government Agency for Financial Management (DFØ) is the government's expert body on finance and entity management in the government. We are an agency under the Ministry of Finance. Our unique role is to cover the government's need for a uniform approach to financial management in order to ensure the most efficient use of government resources. DFØ is responsible for:
— The government group systems;
— The government accounts;
— Group account schemes;
— Administration of the finance rules in the government;
— Method development and competence dissemination connected to compliance with the financial rules, financial management and entity management.
Furthermore, DFØ provides financial services for government entities that choose to leave their payroll and accounting services to DFØ.

DFØ would like to enter into a framework agreement with a tenderer for consultancy services for the management, maintenance and development of a process tool from when the contract is signed for 4 years.
DFØ has a continual need for consultancy services for the management, maintenance and development of our process tool. The tool is based on Qualiware. This means that we need good technical competence in Qualiware, the use and development of the process tool and process competence for assignments within process design.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1. Valid tax certificates are to be enclosed with the tender. DFØ will assess any tax arrears.
Documentation requirements:
A tax and VAT certificate shall be presented as documentation that the tenderer has paid his taxes and duties. The certificates shall be issued by the tax collector in the place of business of the tenderer and by the tax office in the home country of the company. Tenderers with a business address outside Norway shall enclose certificates that confirm that the tenderer has his tax and duty payments in order. The certificates shall not be older than 6 months calculated from when the tender deadline expires.

2. Tenderers are required to be a legally established company.
Enclose a description of the tenderer's organisation, company form, ownership structure and business field. Enclose a company registration certificate.
3. Tenderers shall ensure that the employees in the company and others who contribute to fulfilment of the contract, do not have worse wages and working conditions than those in the tariff agreements or regulations, or what is seen as normal for the profession. This only applies to employees who directly contribute to fulfilment the contract. The company management is responsible for ensuring compliance with this rule.

Tenderers shall document, via a self-declaration that the wages and working conditions for those who will contribute to fulfilment of the contract are not contrary to tariff agreements, regulations or what is seen as normal for the profession.
Økonomisk og finansiell stilling:
Satisfactory finances are required for fulfilment of the assignment. A credit appraisal is therefore required, which shall include a credit rating, part judgement and historical rating. The credit assessment shall be carried out by a publicly certified credit institution.

The credit assessment shall not be worse than A (credit worthy) or equivalent if another rating is used (number rating). Tenders with a rating lower than A or equivalent (i.e. not credit worthy or credit worthy with a guarantee) will not be assessed.

Documentation requirements:
— Tenderers shall enclose a credit assessment from a certified credit institution. The credit rating shall be based on the last known accounting figures (the annual accounts for 2014). The credit report shall not be older than 6 months from when the tender deadline expires.
