At present, NRK uses external sub-providers for intermediate storage of streamed content over the Internet, the so called Content Distribution Networks, henceforth abbreviated and referred to as CDN. In connection with the transition to a multi CDN system where NRK will distribute traffic and intermediate storage between several providers, the Norwegian Broadcasting Corporation (henceforth referred to as NRK) has decided that the service involving facilitating and encoding these streams (henceforth referred to as Origin services) shall basically be procured externally. NRK therefore invites tenderers to a tender contest with negotiations, involving a service agreement regarding establishment, operation and development of numerous streaming related services, including the so called Origin services. A vital objective of the agreement is to render it possible for NRK to utilise several CDNs simultaneously, in accordance with a factor related to price and quality. NRK also wishes to establish a co-operation regarding further development of numerous streaming related services. Initially, the service provider shall provide a service that shall replace NRK's existing codes for live streaming (radio and TV), and utilise a separate origin which shall be used for connecting to external CDNs. Qualification requirement: The tenderer shall be a legally established company Company registration certificate or equivalent documentation that shows that the tenderer is registered in a trade register in the tenderer's home country.

Tenderers shall have sufficient economic and financial capacity to fulfil the contract. Documentation requirements: The most recent annual accounts, including the board's and auditor's reports. If a tenderer has valid reasons as to why the requested documentation cannot be presented, a guarantee from a parent company that fulfils the qualification requirement, or alternative documentation in the form of, for example, a statement from an auditor or financial institution that is suitable for fulfilling the documentation requirement, can be accepted. This guarantee or statement must be enclosed the application for qualification.

The documentation shall contain information of the scope of the delivery, delivered systems and services, values and durability, as well as name of clients and contact information thereof. A description of the tenderer's service network, including the number of employees and their expertise. If the Tenderer must rely on other companies' capacity in order to comply with the contractual obligations, any joint venture partners must be substantiated. A description of the tenderer's quality assurance system that is required to safeguard the Service Level Agreement (SLA), and how this is implemented in the business.
