NRK MA2703/14E Framework agreements for fresh products for cantenns at NRK, Politihøgskolen and Riksarkivet

Norsk rikskringkasting AS (NRK)

Norsk rikskringkasting AS (NRK) shall, on behalf of itself, Politihøgskolen (PHS) and Arkivverket/Riksarkivet enter into framework agreements for the delivery of canteen products. In this contract canteen products shall be understood to be fresh products and other products for canteens, divided into product groups that are further specified in the tender documentation Part I and Part IV (Annex 1 with sub enclosures).
Tenders can be submitted for 1, several or all of the product groups. Likewise, so as to allow for good competition, tenders can be submitted for one or several geographical areas, so that local suppliers can also participate in the competition.
One framework agreement shall be awarded within each product group for each geographical area in order to cover the total need. In accordance with the aim of simplifying the contract administration, 1 supplier can be awarded framework agreements for several combinations of product groups and locations. The locations will be: NRK: Oslo, Bergen, Trondheim and Tromsø. Politihøgskolen: Oslo, Stavern and Kongsvinger. Arkivverket: Only Riksarkivet in Oslo.
Emphasis is put on the fact that the stated volumes are based on historical consumption and are only meant as an indication of possible amounts. The contracting authority will not be bound to any actual procurements as the actual volumes can be both less or more.

The company should have no arrears relating to the payment of taxes and duties to the government. Documentation requirement: Certificate for paid tax, payroll tax and VAT. The certificate shall not be older than 6 months calculated from the deadline for the receipt of tenders. Any arrears must be justified. This is to be presented as one document, which shall be ordered by the tenderer in Altinn — Ordering certificates. The requirement is only obligatory for Norwegian suppliers, but international suppliers are encouraged to submit equivalent documentation.

Suppliers shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE). Documentation requirement: HSE self-declaration showing compliance, or compliance when the contract is awarded, with the statutory requirements in Norway related to health, safety and environment.

The supplier shall be a legally registered company. Documentation requirement: Company registration certificate or equivalent documentation that shows that the supplier is registered in a trade register in his home country.

Suppliers shall enclose a self-declaration on conduct (if the company is a one-person company).

Økonomisk og finansiell stilling:

Suppliers shall have a satisfactory economic and financial standing and at least have a credit rating of ‘approved’/‘credit worthy without security’ or the equivalent. Documentation requirement: —The last approved annual accounts with the annual report including the auditor's report and any recent relevant information. — Solidity assessment from a company with a licence to run a credit information company. The rating must not be older than 1 month from the tender deadline and it ought to include information on credit worthiness and the degree of bankruptcy risk (bankruptcy prediction). — If a supplier has valid reasons as to why the requested documentation cannot be presented, a guarantee from a parent company that fulfils the qualification requirement, or alternative documentation in the form of, for example, a statement from an auditor or financial institution that is suitable for fulfilling the documentation requirement, can be accepted.

Suppliers shall not have serious open or incriminating supervision cases in recent years. Documentation requirement: Documentation from checks in recent years by the Norwegian Labour Inpsection Authority or the Norwegian Food Safety Authority as well as a description of any measures that have been implemented.

Suppliers shall have established quality assurance procedures in accordance with the current rules and regulations. Documentation requirement: Suppliers shall account for IK-food/HACCP and other relevant quality assurance routines for production, packaging, storing and transport.

The entire logistics chain shall be concretely described so that the capacity can be assessed for the parts of the extent covered by the tender.
