Oslo kommune c/o Kultur og Idrettsbygg Oslo KF (The City of Oslo represented by the Municipal Undertaking for Culture and Sports Facilities), hereafter called the Contracting Authority, invites tenderers to open tender contest in connection with procurement of D013 Framework.
The Contracting Authority is the builder function for the cultural buildings in Bjørvika, New Deichmanske main library and the New Munch museum.
The purpose of this procurement is to engage a contractor to execute the contract ‘D013 Framework’. Contract D013 includes excavation works for U2 in addition to framework.
The building consists of 5 main floors and three mezzanines over terrain in addition to a basement floor *U1) with a mezzanine/gallery (U1G). The foundation in the basement is locally submerged for a multifunction hall, which makes up plan U2. The basement stretches past the facade line in the west under the Opera Commons and in the east under Tverrgata. The decks that are in the primary bearing system are the in-site cast foundation, in-situ cast deck over the basement floor (plan 01), biaxial hollow core elements in the main plans 02 to 05 and the in-situ cast folding deck in plan deck over 5 metres. The folding deck protrudes approx. 5 metres toward the east, toward Tverrgata, and will also be loaded by cantilever decks from plan 5 to plan 2 through steel suspended rods distributed along the deck edge and around the deck corners. The steel suspended rods shall ensure even formation of the decks toward the facade, so that the decks in plan 02 to 04 are self-bearing. The largest cantilever part of the folding deck in the roof is toward the Opera Commons and forms 18 metres. The suspended deck between the fourth to fifth floor, is suspended in the folding deck with the help of steel suspended rods, fastened in the folding deck's cornice beam. Over the folding deck there is a ceiling of corrugated steel plates including roofing.

The tender documentation refers to U2. Lower floor U2 is omitted. The tender documentation is under review. The change will sent out as a separate addendum in the end of November.

Travel expenses etc. for the tender conference and the tender inspection are to be met by each Tenderer.

Beskrivelse av opsjoner:
Item B06.2.900 is an option and describes an alternative design of pillars. The likelihood that the option will be executed is 25 %. At the tender evaluation, the equivalent share of the tendered option price will be added to the tender' offer's total sum. Exercising of the option will be clarified at the contract signing.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer's qualifications will be assessed on the received documentation. Only tenderers who are qualified will have their tenders evaluated.
If a tenderer will use other companies' capacity to fulfil some of the qualification requirements, a declaration of commitment must be attached from these other companies stating that the tenderer has authority over the necessary resources.
Requirements:
The tenderer's tax and VAT payments shall be in order.
Documentation requirement:
Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirements
The tenderer must be a legally established company.
Norwegian companies: Company Registration Certificate
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement:
The tenderer must have the financial capacity to implement the assignment/contract.
Documentation requirement:
The company's last three Financial Statements including notes, the management's Annual Reports and Audit Reports, as well as new information of relevance to the company's accounting figures.
The contracting authority reserves the right to obtain a credit assessment itself.
Teknisk og faglig kapasitet:
Requirement:
The tenderer shall have significant experience from equivalent assignments.
Equivalent assignments means framework in concrete and steel with equivalent complexity and contract value of over 75 000 000 NOK excluding VAT
Documentation requirement:
An overview of assignments executed during the last 5 years.
Brief description of 3 relevant reference assignments in the last 3 years, with comparative value, including information of contact persons. References/certificates on provided reference assignments can be collected.
The following information should be provided for each reference project on 1, A4 page:
— Project name and size in m
— Type of project/building;
— Name of the Contracting Authority with reference person who can be contacted;
— Assignment conten;t
— The assignment's contract total excluding VAT;
— Start-up date and completion date;
The tenderer must have sufficient capacity.
Description of the tenderer's technical personnel. In addition to a description, an organisation chart shall be prepared showing key the key personnel's placement in planned organisation for this assignment.
Description of available resources if there is a need for extra staffing.
A description of the technical units (number and type of machines) that the tenderer has at their disposition to fulfil the contract, regardless of whether they belong to the company or not.
If it is necessary to rely on other companies' capacity to meet the qualification requirements, documentation is required to show the contracting authority that the company has the necessary resources available. Documentation for example in the form of a commitment statement from these other companies.

The tenderer's offered personnel shall have good professional competence.
Information about education and professional qualifications of the tendered administrative management:
— Project manager;
— Facility manager(s);
— Foreman/boss(s);
— QA and HSE manager(s);
— Progress planner.
Only 1 name/CV per above role can be submitted.
CV shall contain information about education, courses and work experience.
In addition to CV of the tendered administrative personnel, relevant reference projects (max. 3 ) shall be presented with the following information:
— Name of the contracting authority;
— Assignment content;
— Executive officer role and tasks in the assignment;
Requirement on a good and well functioning quality assurance system for this type of assignment.
Account of the company's quality assurance/quality management system.
