The Brønnøysund Register Centre (Brønnøysundregistrene)

The Brønnøysund Register Centre shall enter into a 3 year contract for the procurement of dealer services for network equipment from Cisco. The contract shall cover the purchase of machinery with associated software, associated support and maintenance services and other services the dealer can offer. The contract, with existing terms, shall have a unilateral option for the Brønnøysund Register centre for an extension for a further 1 year + 1 year + 1 year.
The procurement shall be undertaken as a limited tender contest according to the Regulation about defence and security procurements (FOSA) Part II, cf. § 5-1(1).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tax and VAT certificate not older than 6 months from the deadline to deliver qualification request. The requirement for tax and VAT certificate means that tenderers with company addresses outside of Norway must submit certificates that confirm the tenderer has their tax and duty payments in order in their homeland. The certificate must be issued by a public authority that is authorised to issue such certificates, and must not be more than 6 months old. If a tenderer's home country does not issue such documents or certificates, they can be replaced by a declaration given under oath or affirmation by the relevant person to a legal or administrative authority, a notarius publicus or other competent authority in the home country or current country of residence.

HSE self-declaration:
The Brønnøysund Register Centre shall obtain the company certificate from the Company Register. Foreign tenderers must attach certificate that prove they are a legally established company and that they are registered in the professional registered as determined by the law of the country in which the tenderer is established.

Økonomisk og finansiell stilling:
The company's most recent Annual Financial Statement with notes, including new information of relevance to the company's fiscal figures. If the tenderer has valid reasons as to why such documentation cannot be obtained, or that the economic situation has changed significantly since the last submitted annual financial statement, the tenderer can prove his economic and financial position with other documentation acceptable to the Contracting Authority. If the tenderer has such valid reasons, he may contact the contracting authority in writing in order to clarify which other documentation is acceptable. The contracting authority reserves the right to obtain a credit rating of the tenderers.

The tenderer is required to have satisfactory economic and financial ability to carry out the agreement. The tenderer's solidity, liquidity and financial strength set up against the procurement's total value and contract length will be central in this assessment.

Teknisk og faglig kapasitet:
If the tenderer must use sub-contractors to fulfil the requirement for technical/professional qualifications or financial/economic position, the tenderer shall document to the contracting authority that he has the right to use the necessary resources, by enclosing a commitment statement about this from these sub-contractors. The template, annex 5, must be used.

Statement of the number of persons at the tenderer who work daily with assignments connected to the services included in this competition. The overview of the number of person shall be divided between the number of years of relevant work experience. For these there should also be created an overview of certifications, and/or course distributed on level/scope of work. The template, annex 4, must be used.

Evidence that the tenderer is on a level with Cisco self-partner certification or equivalent.

— The tenderer supplier shall have very good experience from equivalent assignments.
— The tenderer must have very good and stable implementation capacity/ ability to fulfil the contract.
— The tenderer shall, together with the qualification application, provide an overview of the sub-contractors/co-operation partners that could be used and an overview of what these will assist with. The application must also state how the co-operation is regulated between the parties.
