Oslo kommune Sykehjemsetaten (Oslo municipality, the Nursing Home Agency)

The Nursing Home Agency is responsible for the management of the municipal old people's home and nursing homes and for contract management of non-municipal old people's homes and nursing homes. This involves following up 49 institutions in Oslo. 4 of these are Health Buildings, whilst the rest are long-term nursing homes. The Nursing Home Agency is also an operative orderer that is associated with the agency's OPS projects (Public-Private Collaboration).
The procurement of patient signalling systems and sensor technology shall contribute to the long-term nursing homes and health buildings owned by Oslo municipality having standardised, secure and cost-efficient operational systems. The systems shall fulfil the laws, rules and regulations. The offered systems shall support options for central monitoring and operation, so that proactivity and early error recovery can be carried out.
Ullerntunet and Hovseterhjemmet are 2 new nursing homes that will quickly make call offs on the new contract. In addition, 4-5 existing institutions will need a comprehensive replacement/upgrade and will make call offs on the framework agreement during the contract period. The contract's total value is estimated to be between 15 000 000 NOK-20 000 000 NOK excluding VAT including the option years.

Requirement:

— The tenderer shall orderly conditions in relation to tax and VAT payments,

— The tenderer shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE),

— The tenderer must be a legally established company.

Documentation requirement:

— Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration,

— Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities,

— HSE self-declaration, filled in and signed (Annex 3),

— Norwegian companies: Company Registration Certificate,

— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the company is established.

Økonomisk og finansiell stilling:

Requirement:

— The tenderer must have sufficient financial capacity to implement the assignment/contract,

— Good solidity.

Documentation requirement:

— The company's last 3 Annual Financial Statements including notes, management's Annual Reports and Audit Reports, as well as new information of relevance to the company's fiscal figures,

— Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures.

Teknisk og faglig kapasitet:

Requirement:

— Good implementation ability is required,

— The tenderer is required to have relevant experience from equivalent assignments.

Documentation requirement:

— Summary of the company's total manpower and any subcontractors,

— Manpower for this assignment (organisation chart) with names and CVs for the key personnel involved in the assignment,

— The company's most important deliveries (no older than 3 years), including their value, dates, recipients/contracting authorities. References must be given and the contracting authority given authority to collect references. When a reference person is contacted, it will be written in the minutes.
