NDLA — Framework agreements for technical development services

NDLA

We need to have a contract with the good providers of technical services in order to develop good digital teaching resources for sixth form education. NDLA would therefore like to enter into framework agreements for the development and improvement of our digital teaching aids. The potential total limit for the framework agreements will be approx. 8-12 000 000 NOK per annum.
This competition is for framework agreements for the following service areas:
— Technical architect, system and delivery manager;
— API;
— Development based on PHP and PHP framework;
— Development based on Java and Javascript;
— UX, Front end development and design;
— Authentication, cashing, indexing and searches;
— Competence connected to development with Drupal;
— Test and test management;
— Development of H5P libraries;
— Structuring and preparing taxonomy/taxonomies and data structure;
— Measurements and analysis;
— Consultant architecture and technical development;
— Development of H5P libraries.

A framework agreement shall be signed with a minimum of 3 (i.e. a minimum of 3 tenderers per service area). The final number of parallel framework agreements that will be established within each service area will be judgementally assessed in the evaluation based on the fact that NDLA must ensure access to sufficient capacity within each service area.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Tenderers shall have their tax, payroll tax and VAT payments in order. This must be confirmed by the Norwegian Tax Administration.

The tenderer must fulfil Norwegian HSE requirements for work that is carried out in Norway. Documented by a completed self-declaration.

The tenderer must be a legally established company. Documented by a certificate of registration.

The tenderer must have good conduct. Documented by a completed self-declaration.

Økonomisk og finansiell stilling:

— Documentation of the applicant's financial status per the first half year of 2015, minimum result and balance, signed by the manager or finance manager.

— Print out of a credit rating, not older than 3 months, from a credit company (equivalent to Experian and Dun & Bradstreet).

Minste nivå(er) av standarder:

Tenderers shall have sufficient financial strength to comply with the contractual obligations.

Teknisk og faglig kapasitet:

A short, general description of the company shall be given, including:

— An account of the company's business concept and core competence related to the scope of the delivery.

— An overview of the company's history, organisation and ownership, as well as a description of the current business.

— Overveiw of resources that the tenderer can use for the service area(s) a tender is submitted for. (competence profile and amount). CVs shall not be enclosed for consultants at this stage. They will be requested in the tender phase.

— A brief description of the overall quality assurance system that the tenderer will use for carrying out this contract.

The following documentation requirements apply for all the service areas that a tender is submitted for:

— Overview of the tenderer's established framework agreements within equivalent service spectrums.

— Certificates from similar contracts in the last 3 years. The certificates should be signed or confirmed in writing by the Contracting Authority for the different deliveries, and as a minimum shall include:

— A description of the extent of the delivery;

— Date of execution;

— Scope of the assignment in monetary amount;

— Name, and telephone number of the reference person at the contracting authority.

If it is not possible to acquire signed or verified attestations, the tenderer shall provide an overview of all relevant assignments with descriptions according to the above points.

Note: If a tender is submitted for several service areas, the certificates/descriptions must clearly state which area they are for.

Tenderers shall have sufficient implementation ability within the service areas that a tender is submitted for.

Tenderers shall have experience from similar contracts and deliveries.
