The Ministry of Health and Welfare put forward in the Revised National Budget 2015 a new business structure for the Ministry's underlying agencies. The changes in the business structure involve that Norwegian Health Services Research Centre (with the exception of the work with quality and patient safety), The Norwegian Institute for Alcohol and Drug Research and The Norwegian Scientific Committee for Food Safety in The Norwegian Institute of Public Health (FHI) will be incorporated in The Norwegian Institute of Public Health. The business shall be incorporated from 1.1.2016.
For the implementation of the new organisation to go well, it has been decided to procure assistance for the management development programme. The management development programme should support the overall strategic thinking and assist managers with role understanding and practice in the new organisation. The Norwegian Institute of Public Health wants to enter into agreement with a tenderer who has senior competence and experience with strategic advising and management development in large and complex knowledge organisations. It is particularly important to focus on the following areas in connection with the management development programme:
— development of management teams
— managers manoeuvring and actioning ability (responsibility, assignments and authority)
— goals, implementation ability and outcome follow-up
— role understanding; based on FHI's manager principles (training in practising of role)
— change management
— interface management and team building (management of collaboration across the entire organisation)
— management, motivation and development of co-workers in a complex knowledge organisation (the relationship part of the manager role)

The programme is intended to be carried out in the period 2016-2018. This period will be critical in regard to implementing a new organisation model and changes as a result of the reorganisation in the central health management. The management development programme will include all managers with personnel responsibilities. The Norwegian Institute of Public Health has, as of 1.9.2015, about 55 managers with personnel responsibilities, in addition, the adjustment of the organisation during Autumn 2015 and the incorporation of the three new businesses may lead to an increase in the number of managers with personnel responsibilities.

Vilkår for deltakelse

Tenderers must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Documentation requirement:
Certificate for tax and VAT. The certificate shall not be more than six months from the tender deadline. The certificate can be obtained electronically in Altinn. For further information, see Skatteetaten.no.
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from their own country, that show that they have an arrangement for the payment of tax and duties. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Økonomisk og finansiell stilling:
— A credit assessment that is not more than six months old when calculated from the tender deadline, from an approved credit rating institution. The credit rating must contain key figures from the company's last two financial years. See also comments below.

— The tenderer can instead choose to attach annual financial statements from the last 2 years. These must contain notes, the board's report and auditor's report.
If the annual accounts for 2014 are not complete and laid open to public inspection by the time of the tender deadline, the provisional figures for 2014 should be submitted.

The tenderer must have sufficient economic and financial capacity to be able to fulfil the contract.
Teknisk og faglig kapasitet:
1. Three signed certificates from equivalent assignments in the last 3 years.
The certificates shall, at a minimum, include:
— Name of the customer
— Customer contact person and contact information
— The contract value and scope
— The date of the assignment
— A brief description of the assignment.
— A description of the customer's satisfaction with the implementation (finances, deadlines, contract follow-up)
In the absence of this, a declaration from the service provider will be accepted. Such a declaration must have the equivalent content as stated for the certificates.
2. A description of the tenderer's qualified personnel that the tenderer has at disposal for the fulfilment of the contract. CVs are not requested here.
3. A description of the tenderer's quality assurance methods. If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it will be sufficient to present a copy of a valid certificate.

1. The tenderer shall have good experience with implementation of equivalent deliveries.
2. The tenderer shall have sufficient capacity to complete the delivery. By capacity, we mean available personnel who are qualified to execute the delivery.
3. The tenderer shall have a good and well functioning quality assurance system.
