Requirements and documentation requirements:
— The tenderer must be a legally established company.
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
— The tenderer shall have his tax and VAT payments in order:
— Certificates for tax and VAT, not older than six months. The certificates can be obtained from the local tax collection office or the tax office.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
— The tenderer shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE):
— HMS self-declaration filled in and signed, not older than 6 months.

— Tenderers shall be credit worthy and have a rating character of 3 — ‘credit worthy’ or better in accordance with Bisnode's assessment or equivalent from another credit information company:
— Credit assessment/rating, not older than 3 months, based on the last known fiscal figures. The rating shall be carried out by an officially certified credit rating institution.
The Contracting Authority reserves the right to obtain credit evaluations.
Teknisk og faglig kapasitet:
Requirements and documentation requirements:
1. A good ability and the capacity to fulfil the contract are required:
— An account of the tenderer's total manpower and an account of which parts of the contract are expected to be left to sub suppliers.
— An account of the machines.
— Organisation plan.
— An account of how up to 5 extra manlabour years can be obtained.
2. Experience is required from equivalent gardening work:
— The tenderer's/sub supplier's most important deliveries from equivalent contracts in the last 3 years, including the assignment's value, date and recipient.
3. The company is required to have a minimum of 6 skilled workers with a certificate of apprenticeship, gardener/market gardener education or equivalent gardening competence for this assignment:
— Copy of the certificates of apprenticeships and diplomas and an account of experience and competence.
4. One main contact person shall be nominated for the assignment at the tenderer, who will be responsible for daily communication with the contracting authority. The person shall have a certificate of apprenticeship as a site gardener, gardener/market gardener education or equivalent gardening competence:

5. Competence is required within biological diversity:
— An account of competence, such as seminars, courses and/or other training.
6. The company is required to have a minimum of 2 skilled and/or certified tree surgeons:
— Copy of the certificates of apprenticeship and diplomas, ETW or ISA diploma or equivalent and an account of experience and competence.
7. A good, well-functioning quality assurance system is required:
— An account of the tenderer's quality assurance methods. The account shall be based on the NS description in annex 1.1.1. If a tenderer is certified, it is sufficient to enclose the certificate.
8. A system is required for environmental management:
— Self-declaration on environmental management, cf. annex 3.2.
