Norwegian Broadcasting AS

NRKs bank shall handle approx. 4 400 000 annual deposits and payments, including half-yearly deposits of the NRK licence fee (just under 2 000 000 transactions each due date), employee remittances, payments of wages and fees, supplier remittances and taxes and public duties. Furthermore the bank shall offer term forward hedging and the exchange of deposits and payments in foreign currencies.
The existing contract for bank services expires 31.7.2015 and NRK intends to enter into an exclusive contract that is operative from 1.8.2015.
The contract for a new bank main contract will be valid from 1.8.2015 to 31.7.2019, with an option for the contracting authority to extend the contract for a further 1+1 year.

The tenderer shall be a legally registered company. Annex 1: Company registration certificate from the Brønnøysnd Registre Centre, or equivalent from the country where the company is registered.
A licence from a supervisory authority for the right to operate banking services. Annex 2: Valid proof from supervisory authorities that confirm this.

Økonomisk og finansiell stilling:
Tenderers shall have had assets of a minimum of NOK 200 000 000 000 at the end of the last 3 years. Annex 5: Solidity shall be documented.
Tenderers shall, at the end of the last 3 years, have had rating A — (Standard & Poor)/ A3 (Moody's) or better. Equivalent rating companies will be accepted. Annex 6: The rating shall be documented. Certificate of the rating from Standard & Poor/Moody's or an equivalent rating company. Not older than 1 month. Emphasis is put on the fact that self-written ratings will not be accepted as documentation.

Good economy and financial position is required, that ensure implementation ability throughout the entire contract period. Annex 7: — The company's annual accounts with the auditor's report for the last 2 completed accounting years shall be enclosed. A certified print out of the last certified period accounts for 2014 shall also be enclosed. NRK reserves the right to conduct a separate assessment of the service provider's economic and financial position. If a service provider is in doubt as to whether the documentation of financial capacity will be seen as sufficient, alternative documentation can be accepted that verifies a financial ability to fulfil the contract.

Teknisk og faglig kapasitet:
Tenderers must have very good banking and consultancy competence connected to the products and services covered by the procurement, and, based on this, a manned customer/competence team who shall be available for NRK. Tenderers shall, in addition, work out a matrix, supported by descriptive text, which provides an overview of the professional competence and experience that the tenderer possesses for the product categories covered by the tender. Note that the description shall be concrete so that it can be assessed with regard to the products and services covered by the tender.

Tenderers shall offer all the requested products and services as mentioned in point 3.2.
Tenderers shall have well-established technical systems for electronic interaction, for the volume mentioned in point 3.2.
The tenderer must have suitable and well functioning quality assurance procedures and control routines. A description is required of the tenderer's quality assurance system and control routines. The description can be supported by enclosing copies of relevant quality assurance certificates.

Tenderers shall not have serious comments resulting from inspection cases, appeal cases or court cases connected to their company. A list shall be provided with a short description of all appeal cases, inspections and any court cases and results from them in the last 3 years. In particular, any ongoing individual cases shall be described. A summary of the Control Committee's reports for the last 3 years shall be enclosed.

Tenderers shall have had experience in the last 3 years with at least three major Norwegian entities that are comparable with NRK with regard to size and number of transactions. A description shall be provided of at least 3 of the most important and relevant service provisions in the last 3 years. The references shall, at a minimum, be described with the following information: — The customer's name and a short description of the customer, including the number of employees and localisation. — Contact information at the customer; name, position, e-mail address and telephone number. — A detailed description of the services provided; products, volume and performances/services. — Period and length.
