Oslo kommune c/o Kultur- og idrettsbygg Oslo KF invites tenderers to a prequalification for the procurement of M004 Facades for the construction of the new Munch museum.
The purpose of this procurement is to engage a contractor to carry out the contract M004 Facades.
The procurement includes glass panels, glass panels with silkscreen, windows, skylights, doors in the facade, insulation and air barrier/rainscreen panel on concrete walls, undulated perforated aluminium panels, cornices, exterior ceilings and sheet metal work, and equipment for washing and maintaining the facade.

Requirement:

Suppliers must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).

Documentation requirement:

Certificate for tax, payroll tax and VAT, not older than six months. Foreign suppliers must provide certificates from equivalent authorities to the Norwegian authorities.

The supplier must be a legally established company.

Norwegian companies: Company Registration Certificate

Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

Requirement:

The supplier shall have sufficient financial strength to comply with the contractual obligations.

Documentation requirement:

The company's last three annual Financial Statements including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.

A credit evaluation/rating, not older than three months, based on the last known fiscal figures. The rating shall be carried out by an officially certified credit rating institution.

Teknisk og faglig kapasitet:

Requirement:

Suppliers shall have considerable experience from equivalent assignments, i.e.:

— From the development and delivery of large specially developed facade systems for over NOK 50 000 000 excluding VAT.

— From non-standardised facade systems, with special adaptions to facade constructions.

— From engineering design services and dimensioning of non-standardised facade constructions.

— From projects in Norway or under similar climatic conditions.

Documentation requirement:

A description of the supplier's most relevant projects carried out during the last five years, with a certificate from one of them.

The description must include a statement of the contract's value, date and recipient (name, telephone number and e-mail address). References shall be presented here and they can be contacted if needed to clarify the assignment's relevance. However, it is the supplier's responsibility to provide a description substantiating relevance.

The supplier shall have sufficient implementation ability and capacity.

Description of available resources.

— A description of the supplier's technical equipment that the supplier can use for fulfilment of the contract. In addition a description/information is wanted on the production and prefabrication site and capacity, test laboratories and facilities.

— Information on professional qualifications in the supplier's administration and management.

Organisation plan for the implementation of the project.

— Information shall be provided here on whether the tenderer will use other companies to fulfil the contract. If so, a binding statement shall be enclosed from these other companies.

Individual CVs are not requested under this qualification requirement.

Suppliers shall have a good and well-functioning quality assurance system for the services that shall be provided.

An account of the supplier's quality assurance system/management system with information on the system's name, a detailed contents list and how the system is used in practice.

A copy of the system certificate issued by an accredited certification body or equivalent documentation.

Qualifications are required that are equivalent to development class 3 in certification area responsible engineering designer and executor for this contract and the internal quality assurance system is to comply with the legal and regulation requirements.

— Central certification, alternative documentation that substantiates that local certification will be achieved for the work in question.

— Documentation that the other requirements in accordance with the Planning and Building Act with the accompanying regulations are met, including TEK 10.
