Library transport — transport between libraries

The background for the procurement is the need to transport books and other library material that is part of the loan cooperation between the libraries. Remote loans is a cooperation between the libraries, where the libraries make their collections available for borrowers at other libraries. The libraries are responsible for the administration and cost of sending books and other material to the libraries that loan, in addition to the administration and cost of returning material that the library has borrowed from another library.
This means that the books shall be transported between the libraries in Hordland county, to libraries in other parts of Norway and abroad. The books are not packed when the service provider collects them at the different libraries.
The transport scheme is for CDs, films, periodicals, paper copies etc. in addition to books.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The service provider shall be up to date with: the payment of tax and VAT.
— Tax Certificate, not older than 6 months calculated from the tender deadline.
— VAT Certificate, not older than 6 months calculated from the tender deadline.
The tax and VAT certificates are issued by the Tax Department via Altinn from 1.10.14.
— Foreign service providers shall provide certificates from equivalent authorities to the Norwegian ones.
The service provider shall have a functioning HSE system
HSE self-declaration. The attached template can be used, cf. annex 3.
Service providers shall not be legally convicted for participation in a criminal organisation or for corruption, fraud or white washing money.

The service provider shall have a legally-established company
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in the trade or business registry as prescribed in the legislation of the country in which the service provider is established.
Økonomisk og finansiell stilling:
The service provider must have the financial capacity to carry out the assignment/contract.
The tenderer's annual accounts including notes with the board's and auditor's reports from the last year.
If the annual accounts for the last year have not been completed by the tender deadline for this competition, provisional annual accounts for last year must be provided.
The contracting authority reserves the right to obtain a credit rating of the service provider itself. Financial strength will be evaluated in relation to turnover, operating profit margin, solidity and liquidity.
Teknisk og faglig kapasitet:
The service provider shall have a good reputation from equivalent assignments during the last 3 years.
Description of the three most relevant assignments for the service provider during the last 3 years. The description must include information on the value of the contract, time and recipient (name, telephone number and email address). References must be contactable if required for clarification of relevance of the contract. However, it is still the tenderer's responsibility to document relevance through the description. The tenderer shall use the reference form in annex 4.

The tenderer shall have a good, well-functioning quality assurance system for the requested services that will be provided.
Description of the tenderer's quality assurance system and quality management system
or
copy of the system certificate issued by an accredited certification body or equivalent documentation.
In order to ensure that relevant environmental requirements given in the contract are complied with, the tenderer shall have sufficient environmental competence and routines for quality assurance for the services included in the contract.
Give an account of the tenderer's environmental competence and routines that substantiate that the requirement is covered as regards training in environmentally friendly driving, choice of environmentally friendly vehicles etc. It is sufficient to present current certificate if this is described in the company's quality assurance or environmental control system in accordance with ISO 9001, ISO 14001 or equivalent third party verified system.
