Oslo municipality c/o the Agency for Development and Competence, Group Procurements Department (hereafter called the contracting authority), invite tenderers to an open tender contest for a framework agreement for beds, mattresses, person lifts, aids etc. for nursing, welfare and rehabilitation for Oslo municipality's entities and collaboration partners.
All the municipality's entities are obligated to procure from the supplier(s) who sign the framework agreement. The chosen supplier(s) are, after an ordered is placed from an entity, obligated to deliver in accordance with the framework agreement.
The equivalent applies to the cooperating entities that the contracting authority procures on behalf of, cf. point 1.5 in the tender documentation and annex 7 ‘Overview of the contracting authorities’.

Requirement:
The tenderer's tax and VAT payments shall be in order.
Documentation:
Certificates for tax and VAT, not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office.
Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax Board.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
The tenderer shall meet the statutory requirements of Norwegian legislation with regard to health, safety and the environment.

Good experience is required from equivalent assignments.
Documentation requirement:
List of the most important deliveries or services performed during the past three years, including information about the value, time, and the name of the public or private recipients.
A quality assurance system is required to ensure that the supplier is suitable to fulfil the contractual obligations of ethical requirements (see contract section 7.7). This means that the supplier has quality-assurance methods that enable monitoring of compliance with ILO core conventions (ILO Convention Nos. 138 and 182 (prohibition of child labor), Nos. 29 and 105 (prohibition of forced labor/slavery), Nos. 100 and 111 (prohibition of discrimination) and Nos. 87 and 98 (freedom of association and right to collective bargaining).
