Oslo municipality currently operates its own network that connects all the municipality's 1 285 service places to the municipality's 2 computer centres. The contracting authority operates this network by hiring data lines, either copper lines or fibre lines. Network equipment is procured under the procurement contract and the equipment is operated by an external operator. About a third of the service locations operate over dark fiber, while the remaining operate over the copper network. The municipality is experiencing a lack of capacity at several of the service locations that are operated over the copper network. In order to improve the need coverage, Oslo municipality shall now wind down its self-operated network and procure the municipality's access network as a service (IPVPN).
The aim of the network procurement is to ensure sufficient network capacity to all users in Oslo municipality with a functional, stable and secure network.

Obligatory and mandatory requirements:
1. The tenderer shall have their tax and VAT payments in order. Documented by certificates for tax and VAT, not older than six months. The certificates can be obtained from the local tax collection office or the tax office. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

2. The tenderer shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE). Documented by the attached HSE self-declaration being filled in and signed.

The tenderer shall be a legally established company Documented by: Norwegian companies: Company Registration Certificate, Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:
The tenderer must have sufficient financial capacity to carry out the assignment/contract. Documented by the company's last three Annual Financial Statements including notes, management's Annual Reports and Audit Reports, as well as new information of relevance to the company's fiscal figures.

The contracting authority reserves the right to obtain a credit assessment itself.
Teknisk og faglig kapasitet:
1. The tenderer shall have good experience from equivalent assignments. Equivalent assignments mean the establishment and operation of network services based on the most used network technologies (including, but not limited to fibre and copper). Documented by a description of the tenderer's up to five most relevant contracts in the last 3 years, including information on the contract's nature, value, date and the name of the public or private recipient. Maximum 5 A4 pages in total.

2. Tenderers shall have sufficient production capacity to serve a customer such as Oslo municipality. Documented by an overview of the number of IPVPN accesses that the tenderer uses per 31.3.2015
3. Tenderers shall have a documented and functional quality assurance system. Documented by a brief description of the tenderer's quality assurance system. Maximum 1 A4 page.
Kontraktutførelse
Andre særlige vilkår:
Oslo municipality requires that the tenderer uses at least two apprentices for work connected to this contract throughout the entire contract period. The tenderer shall document that the requirement is fulfilled by the start of the work, and otherwise upon the contracting authority's request. The apprentice requirement also applies to any sub-suppliers.
