In connection with the relocation to a new location, Bergen Academy of Art and Design wishes to launch new websites and facilitate a modern, user-friendly and future oriented system for the users. The websites shall be bilingual, Norwegian and English.
Bergen Academy of Art and Design is an experimental learning and working environment for creative activities. The Academy is internationally oriented with professional employees who have versatile international practical training. The Academy also engage a number of international guest teachers. The new websites shall reflect the core activity of Bergen Academy of Art and Design and it will be the most important channel for finding out information on Bergen Academy of Art and Design.
The websites shall facilitate activities and projects managed by Bergen Academy of Art and Design. Since a lot of the projects are of visual nature it will be necessary with fast and intuitive sites which utilise the newest internet technology in relation to image display, sound and film. The websites shall have a responsive design that uses the various digital screens, desk top computers, tablets and mobiles in an optimal way for different medias. Furthermore, the websites require a certain degree of integration with third-party systems.
The target group for the websites is primarily external users, with particular emphasis on potential students and professional artists within the disciplines art and design. Other target groups are decision makers within culture and society, national and international collaboration partners, the general public, students and professional employees.

1. The service provider shall have arranged terms with regard to the payment of tax, payroll tax and VAT. Tax certificates not older than six months from the tender deadline. Tax certificates are defined as:
For Norwegian tenderers:
— Tax and VAT certificate (RF-1244) issued by the tax collector office (can be downloaded from https://altinn.no).
For foreign tenderers:
— Foreign tenderers must submit equivalent certificates from their own country that show that they have their tax and duty payments in order. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a declaration which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/person responsible for Finance.

2. The tenderer must be a legally established company. Documentation requirement: Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or a Register of Business Enterprises, in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling:
1. The tenderer shall have sufficient financial strength to be able to fulfil the contract. Documentation requirement: The tenderer's annual accounts including notes with the board's and auditor's reports for 2013 and 2014.
The Contracting Authority reserves the right to carry out a credit assessment from Experian. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
The tenderer may choose to rely on other companies' capacity to strengthen his economic and financial position.
The tenderer must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, for example by presenting a commitment statement, guarantee, co-operation agreement or similar.

This applies regardless of the legal nature of the connection between the companies, i.e. that the supporting companies can either be the tenderer's parent company, another company in the same group, a co-operation partner etc.

1. The tenderer must have an adequate ability to implement the contract. Documentation requirement: A short, overall description of the organisation shall be given, including:
— An account of the company's business concept and core competence related to the scope of the delivery.
— An overview of the company's history, organisation and ownership, as well as a description of the current business.
— A description of the tenderer's general execution methodology, including, amongst other things, how the tenderer normally organises itself internally for the implmentation of this type of assignment.
— A short description of the general quality assurance system that the tenderer use for fulfilment of this contract.
The tenderer may choose to rely on other companies' capacity to meet the technical and specialist qualification requirement.

2. The tenderer shall have good experience from similar assignments. Documentation: Completed reference form with a description of a maximum of five similar assignments in the last 3 years. The reference form shall include:
— A short description of the delivery, with a focus on the reference project's relevance and similarity to this delivery.
— A description of how the tenderer put together and organised the team that carried out the delivery.
— How the delivery was carried out.
— Date of execution.
— Scope of the assignment in monetary amount.
— Whether the delivery was completed within the deadline.
— If sub-providers are involved, the role and scope of the sub-providers shall be described.
— Name, and telephone number of the reference person at the contracting authority.
The Contracting Authority must have the possibility to contact the contact persons who are listed.
