Statens Pensjonskasse (The Norwegian Public Service Pension Fund)

The objective of the procurement is to enter into a framework agreement with one provider with specialist resources with documented competence and experience with internal audit services and consultancy services in relation to risk control and internal control The framework agreement shall ensure the Norwegian Public Service Pension Fund access to high quality internal audit services.
A framework agreement shall be signed with one tenderer. The framework agreement period is 1 year. The Contracting authority shall have the option to prolong the framework agreement for a further 2 +1 years, a total of 4 years.
The framework agreement will involve a right, but not an obligation for the Norwegian Public Pension Fund to procure services included in the framework agreement. The framework agreement does not include any obligations in relation to the value or scope of the procured services during the agreement period.

Egnethet til å utøve yrkesvirksomheten:
The tenderer must be a legally established company. This must be documented by submitting a company registration certificate.
Økonomisk og finansiell stilling:
Tenderers shall have sufficient financial strength to comply with the contractual obligations. A solidity assessment shall be enclosed from a certified credit rating company. The assessment must not be older than six months from the tender deadline. The assessment must provide information on credit worthiness and it ought to provide information on the degree of bankruptcy risk (bankruptcy prediction). The tenderer must have a creditworthiness of A or AN, or equivalent.

Capacity — The tenderer shall have sufficient capacity to cover the areas that appears as the most relevant for the internal audit and consultancy service related to risk control and internal control in the Norwegian Public Pension Fund, c.f. the tender documents' part 1, point 7.7.2
