Kristiansand municipality

The contracting authority is a large insurance customer with a broad insurance portfolio, which covers all sides of municipal activities. The total number of inhabitants in the municipalities is estimated to 135 000. An overview of each municipality's operational budget, premium basis for buildings and properties, vehicles, school children etc. can be found in annex 11 of the tender documentation. The annex also shows the insurance premium for each individual company that participates, divided between the different insurance types.
The service provider of the insurance brokerage services (the tenderer) shall see to all the tender processes and all the necessary maintenance of the contracting authority's insurance contracts, in order to ensure valid and competitive insurance terms for the entire period. All ongoing contact and work in claims cases etc. for the relevant insurance companies shall be carried out by the broker on behalf of the contracting authority, cf. the descriptions in the award criteria.
Special services that apply for Kristiansand municipality:
Claims below the contribution level for contents and property.
Kristiansand has a contribution level of NOK 250 000 for contents/property insurance. The unit that is damaged covers NOK 20 000 itself, whilst the rest (up to NOK 250 000) is covered centrally by the municipality. The broker shall be the executive officer for all claims that are not above the contribution level and give the municipality recommendations. The recommendation will be on the question of whether the registered claim is to be seen as an ordinary claim that would have been covered by the insurance contract if the contribution level had been lower. If so the outstanding amount above NOK 20 000 will be covered centrally in the municipality. If the opposite is true, the individual entity will have to cover the entire cost. The number of cases of this kind has so far been approx. ten or less per annum.
Insurance committee
Kristiansand municipality has an internal insurance committee consisting of four persons. The committee normally meets twice a year in order to discuss general insurance questions. The broker must be prepared to participate in some of these meetings.
Buildings with several users/co-owners
The municipality has some buildings that are co-owned, or that are used by several parties, for example, sports buildings that are owned/used by several sports teams. These are kept separate from the rest of the portfolio so that it is easier to divide the insurance costs between the different users/owners. The current amount is approx. ten buildings/installations, cf. annex 11 for a specification of these.
