Tromsø kommune (Tromsø municipality)

The objective of the contract is to enter into a framework agreement regarding consultancy and brokerage services for all relevant insurance services, except pension schemes.
The insurance broker shall represent Tromsø municipality who is the the insured party, and safeguard the municipality's interests towards the insurance company, with the purpose of obtaining the most favourable insurance schemes.
The insurance broker shall also map the municipality's insurance requirements. The insurance broker must then call for tenders from the insurance companies in the market, and based on analyses of the received tenders, give Tromsø municipality advice with regard to which insurances they should choose.

Egnethet til å utøve yrkesvirksomheten:
The tenderer's tax and VAT payments shall be in order. Documentation requirement: Tax Certificate for tax and VAT, not older than six months from the deadline for receipt of tenders. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

The tenderer must be a legally established company. Documentation requirement: Company registration certificate.
Tenderers must have wage and working conditions in accordance with the general tariff agreements or nationwide tariff agreements for the relevant area included in the contract. Documentation requirement: The tenderer shall attach with the tender a self-declaration confirming that wages and working conditions are in accordance with the general tariff agreements or national tariff agreements, see annex 2.

Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to implement the assignment. Documentation requirement: Credit evaluation/rating, not older than one year, and which is based on the last known accounting figures.
Teknisk og faglig kapasitet:
The tenderer shall have experience in providing brokerage services to municipalities. Documentation requirement: The tenderer shall enclose with the tender, a list of the three principal assignments of corresponding scope for the previous three years, including information of values, dates and recipients (names, telephone nos. and e-mail addresses). The references will be contacted if necessary.

The tenderer shall have permission to carry out insurance brokerage services. Documentation requirement: Documentation from the Financial Supervisory Authority of Norway, which verifies that the tenderer is allowed to conduct insurance brokerage services.

Tenderers shall have a good and well-functioning quality assurance system for the services that shall be provided. Documentation requirement: Statement regarding the tenderer's quality assurance system/management system. If the tenderer is certified, a copy of the system certificate shall be enclosed with the tender.
