Initiative against working life crimes — mapping of, and evaluation on how the local co-operation between governmental departments work

Arbeids- og sosialdepartementet (The Ministry of Labour and Social Affairs)

As a follow-up of the Government's strategy against working life crimes, the Ministry of Labour and Social Affairs (ASD) shall initiate a review of the co-operation between governmental departments in the effort against working life crimes. The objective is to obtain better knowledge on how the co-operation between the department work, and based on this facilitate goal-oriented inspections. Based on the results from the study, it may be relevant to consider if it is necessary to implement measures, e.g. by the establishment of a new co-operation forum or strengthening the existing schemes.

Egnethet til å utøve yrkesvirksomheten:
Qualification requirement:
— Paid taxes and duties;
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— Tax certificate and VAT certificate not older than 6 months, issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the tax collection office in the municipality where the tenderer has his head office and by the tax officer in the corresponding county;

Qualification requirement:
— Adequate economic and financial capacity to implement the delivery, in which amongst other things being creditworthy without any requirement for collateral will be adequate.
Documentation requirement:
— A credit rating with key figures from a recognised credit rating company or other form of documentation to demonstrate that the requirement has been met.
Teknisk og faglig kapasitet:
Qualification requirement:
— The tenderer must be able to prove at least three relevant deliveries in the last 3 years. Relevant contracts means contracts that show consultant and/or review competence and solid experience with working life related surveys and analyses.
— The tenderer must have sufficient expertise and capacity to perform the assignment.
Documentation requirement:
— Reference list of all of the service provider's deliveries in the last 3 years with relevance to this assignment, stating the name of the contracting authority, and, if possible, the value of the contract and references. What has been delivered and the function the tenderer had in the assignment, must be stated.
