Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers shall submit certificates for tax and VAT.
— Tax and VAT certificate.
The certificate must not be more than 6 months old. Any arrears must be explained/justified.
— Foreign tenderers must submit the corresponding confirmation that government taxes and fees have been paid in the country where the tenderer has its registered place of business.
The tenderer should have sound professional conduct
— If during the past 5 years, the tenderer has been convicted of corruption, fraud or money laundering, or committed criminal offences concerning professional conduct, the judgement and subject matter must be accounted for.
The tenderer shall be a legally established company.
— Norwegian tenderers must provide an updated Company Registration Certificate.
Tenderers shall/will meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE)
— Documentation: HSE self-declaration in accordance with Annex 2 of the Regulations which requires the tenderer to fulfil, or at least to fulfil by the time the contract is awarded, statutory requirements in Norway relating to health, safety and environment. The self-declaration shall be co-signed by one of the employees in the company, see annex 5 of the tender documentation.

Økonomisk og finansiell stilling:
The tenderer shall have sufficient economic and financial solidity to fulfil the contract obligations.
The Contracting Authority will evaluate the tenderer's fulfilment of the qualification requirements in the following manner:
— The tenderer shall present the most recent rendered annual account with notes, including auditor's report.
— Recently established companies must submit financial statements and auditor's reports for the period the company has been in operation.
— Tenderers are free to substantiate their economic and financial standing by any other document, including for example by a parent company guarantee.
— The contracting authority can itself obtain a rating report from www.experian.no in order to verify that the tenderer has sufficient economic and financial ability.
The Contracting Authority will evaluate whether the tenderer has sufficient economic and financial solidity to fulfil the contractual obligations, with emphasis on whether or not the tenderer has profitable operations, positive cash flow the last year, and positive equity.

Teknisk og faglig kapasitet:
Tenderers shall have public certification in accordance with the EU cell and tissue directive 2004/23/EC
— Tenderers shall enclose a public certification certificate.
Tenderers shall have particular certification for assisted conception in persons with HIV or hepatitus under the above mentioned directive 2004/23/EC.
— Tenderers shall enclose a public certification certificate.
Tenderers shall always have executing personnel who have the required authorisations and certificates for the professional group or speciality in question.
— Self-declaration that states that the tenderer will always ensure that the personnel have the authorisations/certificates required by the professional group/speciality.
The tenderer must have good ability and the capacity to be able to fulfil the contract obligations.
— Short description of the Tenderer's personnel and technical units that the Tenderer can use for fulfilment of the contract.
— Documentation on education and professional qualifications for the company in general.
— Documentation containing information of education and professional qualifications of the or those responsible for providing the requested service.
— List of the most important and most relevant deliveries over the last 3 years, including information about value and time frame, as well as the name of the public or private recipient.
— Statement on the tenderer's quality assurance system/management system.
If a public supervisory authority has ascertained deviations at the tenderer, the deviations shall be closed by the final set deadline.
— Tabular overview of the public supervisory authority with a reference to the date, result and documentation showing that the deviations are or will be closed by the final set deadline.
