Sør-Trøndelag county and the associated municipalities shall enter into 6 framework agreements with a maximum total of 16 service providers for consultancy services for ICT procurements. Framework agreements shall be signed within the following disciplines:
1. Project management/strategic consultancy/professional consultancy (1 service provider).
2. Infrastructure (5-7 service providers).
3. System development/integration (1 service provider).
4. Network and security services, core ‘data centre’ (1 service provider).
5. Network and security services, campus ‘edge network’ (1 service provider).
6. User experience (3-5 service providers).
The contracts will be signed for the period 1.5.2015-30.4.2017, with an option for 1+1 year.

Egnethet til å utøve yrkesvirksomheten:

The service provider shall be a legally established company. This shall be documented by a company registration certificate for Norwegian companies, or foreign companies shall be registered in a trade register or company register as prescribed in the country where the service provider is established.

Økonomisk og finansiell stilling:

Service providers must have the financial capacity to carry out the assignment/contract. This shall be documented by a credit assessment/rating based on the last known accounting figures. The rating must be carried out by a publicly approved credit rating institution.

Teknisk og faglig kapasitet:

1. The service provider shall have experience from a minimum of 2 similar contracts during the last 3 years. Equivalent means experience from ICT consultancy services for the public sector. This shall be documented by the service provider describing his 2 most relevant contracts during the last 3 years. The list must include a statement of the assignment's value, date and recipient (name, telephone number and e-mail address). Service providers must substantiate the assignments' relevance through a description.

2. Service providers must have a good and well-functioning quality assurance system for the services that will be provided. This is to be documented by the service provider describing his quality assurance system/management system. If this is described in the organisation's quality assurance system in accordance with ISO 9001 or equivalent third party verified system, it is sufficient to submit a copy of the current certificate.

3. Service providers must have a system for environmental management. This shall be documented by service providers accounting for their existing routines for environmental management and protection and ICT consultant contracts. If this is described in an environmental management system, a valid certificate can be presented.
