Hydraulic test stand for brake system

A hydraulic test stand shall be used to test the hydraulic brake system after the overhaul has been completed (hydraulic brake system: Knorr Bremse AG Electro Hydraulic and Auxiliary Release Units, type II69768, II70887, II68019, and II70896 & Hydraulic Caliper, type II62063_11M/21M and II70284_11M/21M). The testing of the brake system shall be carried out in accordance with the supplier's testing specifications. The testing shall ensure the product's functionality after an overhaul has been completed (disassembly/reassembly).
The hydraulic test stand shall be designed and manufactured for the brake system that is used on Stadler Variobahn. The test stand shall have a hydraulic circuit with a nominal pressure of 160 bar.

The tenderer must be a legally established company.

Documentation requirement for Norwegian tenderers:

— Company Registration Certificate.

Documentation requirement for foreign tenderers:

— Confirmation that the supplier is registered in a trade register or company register in accordance with the law in the country where the supplier is established.

Tenderers must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).

Documentation requirement: Tax Certificates which are not older than six months from the tender deadline. Tax certificates are defined as:

For Norwegian tenderers:

— Form from the Tax Directorate (RF-1244) for VAT, tax and employer contributions issued by the Tax Office.

For foreign tenderers:

— Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a declaration which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

The tenderer must fulfil Norwegian HSE requirements for work that is carried out in Norway.

— Filled in and signed HSE self-declaration in accordance with the PPR Annex 2. Preferably use the attached template, see Annex 2.

Tenderers shall follow the eight fundamental ILO conventions and there shall be continual systematic work to ensure that the company's sub suppliers comply with the requirements.

The tenderer shall have sufficient financial strength to comply with the contractual obligations.

Documentation requirement: The last two complete annual accounts for the supplier, including notes, the board's report and auditor's statement.

Teknisk og faglig kapasitet:

Tenderers shall have relevant experience with the delivery and commissioning of hydraulic testing benches for brake systems for the maintenance of light rail/trams/trains.

Documentation requirement: The tenderer must describe their most relevant projects in the last three years by filling out annex 4 to the pre-qualification documentation. The description must contain sufficient information for the Contracting Authority to be able to assess and evaluate the relevance of earlier projects against the need described in this contest.
