FHI shall procure a HS-GC-FID instrument that shall be used for the analysis of alcohol in all road traffic cases and forensic autopsies (approx. 10 000 analyses per annum) and for the analysis of carbon monoxide in full blood. The instrument is a replacement for an old instrument. The procurement is important to maintain our offer to the police and public prosecution. These are routine analyses with a high number of samples per annum. In addition software shall be procured.

The tenderer shall have the tax, payroll tax and VAT payments in order.

Documentation:

Tax certificates not older than 6 months from the deadline for receipt of tenders. Tax certificates are defined as:

For Norwegian tenderers:

— Form from the Tax Directorate (RF-1244) for…

… VAT issued by the tax office.

For foreign tenderers:

— Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of tax and fees. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/person responsible for Finance.

The tenderer must be a legally established company.

Norwegian tenderers:

— Company Registration Certificate.

Foreign tenderers:

— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Økonomisk og finansiell stilling:

— A credit assessment that is not more than 6 months old when calculated from the tender deadline, from an approved credit rating institution. The credit rating must contain key figures from the company's last 2 financial years. See also comments below

— The supplier can instead choose to attach Annual Financial Statements from the last 2 years. These must contain notes, the boards report and auditor's report.

If the Annual Financial Statement for 2014 is not complete and published by the time of the tender deadline, the provisional figures for 2014 should be submitted.

The tenderer must have sufficient economic and financial capacity to be able to fulfil the contract.

A list with an overview of equivalent deliveries the previous 3 years. The list shall as a minimum contain:

— Name of the customer;

— The contract value and scope;

— Short description of the delivery, including delivery of product and service.

The tender for the instrument:

Give a description of the supplier's service organisation for the offered instrument. The capacity and competence shall be described with the number of available service technicians and dedicated application specialists with relevant competence. Give an overview of application specialists and service technicians.

The tender for software:

Give a description of the supplier's organisation for the offered software. The capacity and competence shall be described with the number of available resources with relevant competence.
