Hire of divers for improvement of the 1920 facility at Oset

The purpose of the procurement is to significantly improve the 1920 facility at Oset water treatment plant (Oset) in relation to that which is currently there. The 1920 facility shall be set up so that it can be used be used in a crisis for water supply to Oslo.
All work will primarily take place under water. Hire divers must be able to cut, burn, weld and case under water.
All material to be used for improvement of the 1920 facility at Oset shall be procured by The Water and Sewage Authority through call-offs on the existing framework agreements. The Water and Sewage Authority holds all necessary pipes and parts as well as the transport of these to and from Oset. In addition, the Authority takes care of the transportation of pipes and materials which are to be removed.
Oset water treatment plant is security graded object. Divers who will perform the work must be authorised by The Water and Sewage Authority.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer's tax and VAT payments shall be in order.
Documentation requirement:
Tax Certificate for tax and VAT respectively, not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

The tenderer shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).
HSE self-declaration filled in and signed.
The tenderer must be a legally established company.
Norwegian companies: Company Registration Certificate.
Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to implement the assignment/contract.
Documentation requirement:
The company's last three Financial Statements including notes, the management's Annual Reports and Audit Reports, as well as new information of relevance to the company's accounting figures. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.

Teknisk og faglig kapasitet:
Good implementation ability is required.
Documentation requirement:
Information about education and professional qualifications at the tenderer and the company's administrative management, particularly for the person(s) responsible for executing the service.
The tenderer shall have experience from equivalent assignments.
By equivalent assignment, we mean welding, assembly of pipes and miscellaneous work under water.
An overview of the most important relevant deliveries in the last three years, including information on date, price and the name of the recipient/contracting authority.
If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned.
If the services were for private contracts, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.
Tenderers shall have a good and well functioning quality assurance system.
Certificate for the company's quality system/management system issued by independent bodies that confirms the supplier fulfils certain quality assurance standards, for example ISO 9001:2008 or equivalent.
The contracting authority will also accept other documentation which shows that the tenderer has quality assurance measures.
