Hire of a project manager for Project Campus Ås

The Norwegian University of Life Sciences (NMBU) would like to enter into a contract for hiring a project manager for Project Campus for the period 1.1.2016 to 31.12.2019, with an option for an extension for 1 plus 1 year.
The project manager will be under the project management for Project Campus and he shall be responsible for organising and managing Project Campus with underlying projects in order to achieve optimal area, infrastructure and construction solutions for NMBU in a general and long term perspective.
The project organisation will be the link between NMBU and Statsbygg and it will be managed by a separate board that reports to NMBU's principal. The project manager reports to the project management and is responsible for taking care of the daily management and project management for approximately 10 persons. The project management holds regular meetings where the project manager is responsible for preparing and presenting board issues.
The project manager shall:
— See to NMBU's interests and future operative building owners, including communication between the development projects and NMBU's line organisation and coordination of user contribution.
— Ensure that the buildings have the correct technical quality, receipt of MOM documentation, prepare for operations, hand over and change in ownership processes.
— Manage moving and commissioning as well as participating in decisions on financial priorities.
— Prepare a strategic campus plan for further management and development of all buildings and infrastructure.
There will be written job instructions for the project manager. The contracting authority reserves the right to change this during the contract period based on the project's and NMBU's needs within the candidate's competencies.
