Hordaland fylkeskommune

The Contracting Authority shall, on behalf of Bergen Maritime Fagskole, procure a navigation simulator for use in teaching, as well as service and maintenance associated with this. The navigation simulator shall be an efficient training tool for all navigators, experienced captains and pilots as well as those who have not been trained.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The service provider shall be up to date with: the payment of tax and VAT.
Documentation:
— Tax Certificate, not older than six months calculated from the tender deadline.
— VAT Certificate, not older than six months calculated from the tender deadline.
The tax and VAT certificates are issued by the Tax Department via Altinn from 1.10.14.
— Foreign service providers shall provide certificates from equivalent authorities to the Norwegian ones.
The supplier shall have a functioning HSE- system
Documentation: HSE self-declaration Templates that are attached to the tender documentation can be used.
The supplier must be a legally established company.
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in the trade or business registry as prescribed in the legislation of the country in which the service provider is established.
Økonomisk og finansiell stilling:
The service provider must have the financial capacity to carry out the assignment/contract.
Documentation:
The tenderer's annual accounts including notes with the board's and auditor's reports from the last year.
If the annual accounts for the last year have not been completed by the tender deadline for this competition, provisional annual accounts for last year must be provided.
The Contracting reserves the right to obtain a credit rating of the service provider, themselves. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
Teknisk og faglig kapasitet:
The supplier shall have a good reputation from a minimum of 3 equivalent assignments during the last 3 years. 'Equivalent assignments' means assignments with the delivery of an equivalent product to customers.
Documentation:
Description of the 3 most relevant assignments for the service provider during the last 3 years. The description must include information on the value of the contract, time and recipient (name, telephone number and email address). References must be contactable if required for clarification of relevance of the contract. However, it is still the tenderer's responsibility to document relevance through the description. The supplier shall use the reference form in Annex D.

The tenderer must have sufficient implementation ability and capacity to deliver the required products.
The supplier shall give a short and general description of the company, including an account of the company's business idea and core competence related to the delivery.
The supplier shall furthermore give an account of how the company is organised for the execution of this assignment, especially as regards service/maintenance.
