Helicopter services at Florø

The scope of the awarded contract shall be a full service contract including helicopter (1 helicopter stationed at the base and 1 backup helicopter not necessarily stationed at the base), equipment, personnel and all functions necessary to accommodate the specified Services at the level that the Sea King presently provides at Florø. The Service Provider shall hereunder be responsible for all maintenance and logistic services for the operations.
The primary tasks of the SAR helicopter service shall be search and rescue, air ambulance and preventive rescue service operations.
The secondary tasks of the SAR helicopter service shall be transport of the police (to a safe place for unloading personnel), emergency relief, environmental protection and other missions of public interest aimed at protecting material assets or the environment. For the avoidance of doubt, the secondary tasks military missions, contra terror, specialised firefighting, currently performed by the 330 squadron are not within the scope of this procurement.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

— The Candidate shall be legally established companies. Documentation required: Norwegian companies: Certificate of registration. Foreign companies: Proof of registration in trade register or registration in a register of business enterprises as described in the business legislation of the country where the company is established. Certificates shall not be older than 6 months calculated from the date set as deadline for delivery of request for participation.

— If Norwegian companies: The Candidate shall be in compliance with rules and regulations regarding tax payments and VAT payments. Non-Norwegian companies: The Candidate must have fulfilled obligations relating to the payment of taxes in accordance with the legal provisions of the country in which he is established. Documentation required: Norwegian companies must provide a certificate for tax and value added tax issued by Skatteetaten/treasurer. The certificate can be ordered through Altinn. Any outstanding tax payments shall be duly explained. Non-Norwegian companies: a certificate issued by the competent authority in the state concerned. Companies of all nationalities: Certificates shall not be older than 6 months calculated from the date set as deadline for delivery of request for participation.

Økonomisk og finansiell stilling:

— The Candidate shall have an economic and financial standing that makes it suitable as a provider of the Services. Documentation required: The last three years’ financial statements, or extracts from this (as a minimum income statements and balance sheets). An auditor’s certificate for each year shall also be enclosed. The documentation shall include sufficient information for the Ministry to assess the Candidate‘s total equity, capital ratio, ABITDA and audit remarks.

Teknisk og faglig kapasitet:

— The Candidate shall have a well-functioning Quality Assurance system. Documentation required: The Candidate shall describe the quality assurance systems used by the Candidate in general for its business activities. Describe how this is implemented. The Candidate shall document any third party certification.

— The Candidate shall have sufficient number of resources (personnel/staff) with professional skills and expertise to establish and manage a project organisation able to perform the Service throughout the contract period. Documentation required: The Candidate shall provide an overview of the educational and professional qualifications of the Candidate’s personnel involved in the delivery of the Service. The overview shall be summarized in a table. The Candidate shall provide a statement of the average annual manpower of the Candidate. The Candidate shall provide a plan for how the Candidate shall obtain the necessary personnel to establish the organization that shall provide the Service.

— The Candidate shall have sufficient experience from other relevant projects regarding helicopter services, in particular experience in SAR and/or Ambulance helicopter operations over sea and land in adverse weather conditions. Documentation required: The Candidate shall provide a list of the main services provided in the past three years (public and/or private). Evidence of services provided shall be given. Where the recipient was a contracting public authority, evidence shall be given in the form of certificates issued or countersigned by the competent authority. Where the recipient was a private purchaser, evidence shall be given in the form of the purchaser‘s certification or, failing this, simply by a declaration by the Candidate. The Candidate shall provide its reference cases with a description of the project, including time of delivery, the Candidate’s role, total contract value (and for the Candidate’s part of the delivery), name of customer and other relevant information suitable to determine the Candidate’s experience from similar projects.

— The Candidate shall hold a valid Air Operator Certificate (AOC) in accordance with EASA regulations, and have access to a certified maintenance organisation (EASA Part 145). The Candidate shall hold a valid license in accordance with EASA regulations to carry passengers and goods in “non regulated commercial air transport”. The Candidate shall hold a valid licence to conduct other types of operations (HEMS, SAR and IFR) in accordance with EASA/National regulations. Documentation required: The Candidate shall provide a certified copy of the AOC. The Candidate shall provide a certified copy of the maintenance Part 145 approval. If this is someone other than the Candidate, the requirement to provide the enclosed “Form of declaration of commitment“ must be observed. The Candidate shall for all other licenses provide a certified copy of the certificate(s) of the country (-ies) where the Candidate holds such certificate (-s). This shall be a minimum license in accordance with EASA/National regulations.

— The Candidate shall not have been convicted by a judgment which has the force of res judicata in accordance with the legal provisions of the country of any offence concerning his professional conduct. Documentation required: The production of an extract from the ‘judicial record’ or, failing that, of a statement from the Candidate declaring that the requirement has been met.

— The Candidate shall be able to apply sufficient environmental management measures. Documentation required: A description of the environmental management measures applied by the Candidate. The Candidate shall document any third party accreditation.
