Norsk kulturråd (The Arts Council Norway)

NKR would like tenders for the receipt, preparation, further dispatch of and information on books under the procurement schemes for new Norwegian literature, new Norwegian non-fiction for adults, new Norwegian non-fiction for children and youths, translated literature for children, youths and adults (including the trial scheme for translated non-fiction) and cartoons.
As the assignment consists of several components, we are open to suppliers collaborating on submitting a tender and solving the assignment.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the company is established.
— Tax certificate.
— VAT certificate.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Økonomisk og finansiell stilling:
— Credit assessment with key figures, from an approved credit assessment company, or equivalent documentation. Tenderers who are not credit worthy (for example score C or lower at Dun & Bradstreet) will have their applications rejected. Tenderers with a poor credit rating (for example score B from Dun & Bradstreet) are requested to unsolicited give an explanation of the rating and substantiate the assurance of the delivery. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has evolved during the past 3 years.

— The company's annual report with notes and audit report for the last 2 financial years.
Teknisk og faglig kapasitet:
Description of the tenderer's 3 most relevant contracts during the last 3 years. The description must include the contract value, date and recipient (name, phone and e-mail). References must be contactable if necessary, to clarify the relevance of the contract. However, it is the tenderer's responsibility to provide a description substantiating relevance.

With any collaborative constellations and use of sub suppliers, the tenderer shall attach the following:
— Name, address and organisation number (company registration) for the sub-providers.
— Description of which part of the assignment shall be taken care of by sub-providers.
— If the service provider is relying on sub-providers to meet 1 or more of the qualification requirements, adequate documentation should be provided to enable the sub-providers to prove that the requirement has been met.
— Tax certificates shall also be enclosed for the mentioned sub suppliers.
