The contract shall see to FHI's ongoing need for freight and courier services within the following categories:
1. Package distribution
The service involves collecting and delivering packages and letters at both internal and external locations in accordance with fixed routes and at set times. The contract also involves the distribution of packages to other addresses in Norway and abroad.
2. Express
The service involves the collection and express delivery of letters and packages to order.
3. Special
Freight and courier services of infectious biological materials, biopharmaceutical products, vaccinations etc.
4. National refrigeration transport
Refrigeration transport of vaccinations and other biopharmaceutical products in Norway.
5. Heavy and delicate products
Freight/moving of sensitive paper documentation and medical equipment/instruments
6. Animals (handlign and transport of small research animals)
The service involves the transport and handling for the transport of small animals in Oslo and the eastern area of Norway.
For further information about the contents of the procurement, please see part II Annex A for each part.
The contracting authority intends to enter into a contract with one service provider per contract area, cf. point 3.1, a total of up to six service providers.

The tenderer shall have the tax, payroll tax and VAT payments in order.
— Tax and VAT certificate. The certificate shall not be older than six months calculated from the tender deadline. Foreign tenderers must present equivalent certificates from their country which show that they have their tax and duty payments in order.

The tenderer should meet Norwegian HSE requirements when performing work in Norway.
Documentation requirement: Filled out and signed HSE declaration in accordance with PPR appendix 2.
The tenderer must be a legally established company.
— Company registration certificate. Foreign companies must enclose confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
The tenderer shall have a good conduct.
— The tenderer must, in a self declaration, confirm that the requirements in Part I Annex 2 have been fulfilled.

— A credit assessment that is not more than six months old when from the tender deadline, from an approved credit rating institution. The credit rating must contain key figures from the company's last two financial years. See also comments below

— The tenderer can instead choose to attach annual accounts from the last two years. These must contain notes, the board's report and auditor's report.
If the annual accounts for 2014 have not been completed and published by the tender deadline, the provisional figures for 2014, or other, updated documentation that proves that the qualification requirement is fulfilled, shall be enclosed.

The tenderer should have sufficient economic and financial capacity to be able to fulfil the contract.

Experience:
A list with an overview of equivalent deliveries the previous three years. The list shall as a minimum contain:
— Name of the customer
— The contract value and scope
— The date of the assignment
— A brief description of the assignment.
Quality assurance:
— Package distribution, express and animals
o A description of the system for quality assurance that the tenderer will use for the contract.
— Heavy and delicate products:
o A description of the routines for quality assurance that the tenderer will use for the contract.
— Special and national refrigeration transport
o A description of the system for quality assurance, in which is states whether GDP requirements are implemented, cf. chapter 0 for transport related guidelines.
If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it will be sufficient to present a copy of a valid certificate.
Capacity
— A description of the tenderer's personnel that can be used for fulfilment of the contract.

— An account of the material/vehicles that the tenderer can use for the provision of the service

o Tenderers shall have a quality assurance system suitable for the delivery
— Special, animals and national refrigeration transport
o Tenderers shall have a good and well-functioning quality assurance system suitable for the delivery
Capacity
— The tenderer shall have sufficient capacity to complete the assignment.
The following also applies for area 5 heavy and delicate:
The transporter shall have a lorry with refrigeration in the cargo hold.
The following also applies for area 4 national refrigeration transport:
Tenderers shall use a qualified means of refrigeration transport and equipment.
The following also applies for area 3 special:
— Tenderers must have personnel with valid competence for handling and transporting hazardous goods in categories A and B.
— Tenderers must have material/vehicles to carry out the transport of packages responsibly.
