Statsbygg Hovedkontor (The Directorate of Public Construction and Property, Head office)

The framework agreement primarily applies to the Builder department and the Property department in Statsbygg's projects. Independent inspections and possibly extended inspections in accordance with the regulations given in the national plan and building act including the current building application regulations (SAK 10/TEK 10 etc.). The projects are located all over Norway. The Builder Department's projects are generally major projects of the type new buildings and large renovation projects, whilst the Property Department's projects are smaller projects, mainly operation and maintenance projects. If other parts of Statsbygg through their assignments also require independent inspections of engineering design or execution, they can make call-offs against this agreement.

1. Company Registration Certificate, foreign companies are required to have a corresponding certificate as prescribed by the laws of the country where the business is registered.

2. Overview of the number of employees in the company, divided between administration and production.

Økonomisk og finansiell stilling:

Requirement: Sufficient solidity and the financial ability to implement the contract are required.

Documentation:

1. Credit appraisal from an approved credit rating agency, not more than 6 months from the deadline for receipt of tenders. The credit appraisal shall be based on the most recent available accounting information.

Statsbygg reserves the right to obtain a credit information assessment on the service provider.

Teknisk og faglig kapasitet:

Requirement: The tenderer (as the company) is required to have sufficient competence to achieve the right to be responsible within all enterprise classifications for ‘general responsibility for inspection’.

It is required that the tenderer has prepared and implemented a suitable quality assurance system for assignments of this nature.

Documentation: Tenderers can choose whether they will document fulfilment of the requirement by alternative 1 or 2.

Alternative 1:

Central certification in all enterprise classes for the area ‘overall responsibility for inspections’, cf. the building application regulation Section 13-5, last section.

Alternative 2:

An account that substantiates that the tenderer (the company) has the competence to achieve central or local certification within all enterprise classes for the area ‘overall responsibility for inspection’.

Documentation of and/or description of the quality assurance system and any certifications that comply with the requirement.
