The contracting authority's objective with this procurement is to enter into framework agreements with a service providers that can secure access to relevant personnel qualified in ICT, with a high availability in each of the following specialist areas:
— Service area 1: Operational support;
— Service area 2: ICT consultancy and advisory services;
— Service area 3: Development competence;
— Service area 4: Quality assurance of projects.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Requirement to submit tax certificate for VAT (National requirement).
(3) Requirement to submit a tax certificate for tax (National requirement).
(4) Requirement to submit a declaration in accordance with Appendix 2 to the Regulations concerning HSE (National requirement):
— The service provider must have his tax, payroll tax and VAT payments in order.
— The tenderer must meet Norwegian HSE requirements when performing work in Norway.
— The tenderer should be a legally established company.
— The tenderer should have good conduct.
— The service provider shall, for the execution of the contract, fulfil the conditions according to regulations dated 8.2.2008 no. 112 on wages and working conditions.

— Tenderesr shall have sufficient capacity and competence available to cover the consultant categories. Tenderers must have the minimum capacity stated in the table within all the competence areas connected to the different professional areas in order to be qualified within the relevant professional area as well as the total capacity as stated in annex 9.
