Lindås Kommune

Lindås municipality has a need for technical consultancy services within the following areas:
1. Consultant engineer for construction (RIB) and consultant engineer for geotechniques (RIG).
2. Consultant engineer for fire (RIBr).
3. Consultant engineer for ventilation, heating and sanitary installations (RIV).
4. Consultant engineer for electro (RIE).
5. Construction management (BL).
6. Consultant engineer for independent inspections.
The projects will vary in extent and complexity.
It is the contracting authority's intention to enter into a framework agreement with three service providers within each contract area.
Contract area 1 — Consulant engineer for construction (RIB) and electro (RIE), a framework agreement shall be signed 5 service providers, provided that there are a sufficient number of suitable tenders.
Tenders can be submitted for one or several disciplines.

Assignments:The construction manager's assignments will be to follow up construction projects as regards SHA, economy, progress and quality. The contract for the execution of each project will be based on the Norwegian Standard and any guidelines that the municipality has.Examples of assignments and responsibilities connected to the construction management function:— Participate in contract meetings with the contractors and fully understand the contents of the contract.— Function as the builder's HSE/SHA coordinator for the construction phase in accordance with the builder regulations.— Be the builder's representative at the construction site and be updated on ongoing activities.— Keep project accounts for the contracts— Chair construction and progress meetings— Organise and chair the handover business as well as follow up claims and guarantee liability.

The framework agreement shall be for 2 years, with an option for the contracting authority to extend the contract 1 or more times for a further 2 years, total of a maximum 4 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

1. Tenderers shall have their tax, payroll tax and VAT payments in order.

Documentation requirement:

— Tax and VAT certificate (tax certificate, not older than six months calculated from the tender deadline).

Foreign tenderers:

Foreign tenderers shall enclose equivalent certificates from the country where they are registered as liable for tax. If such certificates are not issued, the service provider must enclose a self-declaration on whether they have tax arrears and if so, the amount. The self-declaration must be signed by the tenderer.

3. Tenderers must be a legally established company.

Norwegian tenderers:

— Company Registration Certificate.

— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Økonomisk og finansiell stilling:

The tenderer must have the financial capacity to implement the assignment/contract.

Documentation requirement:

The company's last two annual accounts including the auditor's statement, as well as recent information that is of relevance for the company's accounting figures, for example, the provisional accounts for 2014.

Alternatively:

a credit rating from a certified credit rating agency.

(Dun & Bradstreet, Lindorff Decision, Creditinform or similar).

The credit rating cannot be older than six months calculated from the tender deadline. The credit rating must include:

— Key figures from the last 3 years.

— Any remarks from the auditor.

Teknisk og faglig kapasitet:

1. The tenderer (the company) must have good experience from providing all the services included in their request for qualification.

Tenderers must fill in annex 5 — reference form, for the most important relevant contracts in the last 3 years with the following information:

— A description of the assignment; a short description of the project, its size, development class and what functions the company had in the project

— Value

— Date

— Name of the customer

— Contact information/contact person

The contracting authority reserves the right to contact the stated references in order to verify the extent and quality.

2. Tenderers shall have qualifications equivalent to development class 2 or 3 for engineering design services.

Tenderers must at a minimum have qualifications equivalent to development class 2.

Independent inspections:

Tenderers shall have qualifications for the relevant certification discipline equivalent to the stated development class shown in annex 1, point 8.1

Documentation requirement:

— Documentation of central certification in development class 2 or 3, alternatively documentation that proves that the company will achieve the necessary certification for work included in the framework agreement.

Documentation of central certification in the relevant development class, alternatively documentation that substantiates that the company will achieve local certification for the actual work within the following disciplines:

— Overall responsibility for inspections

— Damp protection in wet rooms that require an application in residences, airtightness in new residences

— Building physics,

— Construction safety,

— Geotekniques,

3. The tenderer shall have good quality assurance routines.

A brief presentation of the company's routines in relation to quality assurance, with emphasis on quality assurance, resource management, the management's liability, continuous analyses and improvements. The presentation shall show the tenderer's system for inspecting its own works and reporting both internally and to the contracting authority.

Any certificates for quality assurance systems can be enclosed in addition to the description.
