Parallel framework agreements shall be established for assistance with the 2 disciplines:
1. Security testing.
2. Stand-by exercises.
Tenders can be submitted for 1 or both disciplines.
Simplified competitions/mini-competitions will be held between the service providers for each call-off on the framework agreement.

This will be relevant in the next phase and will only apply to the service providers who are chosen to submit a tender in the competition and who receive the tender documentation. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1.Tax certificate (not older than 6 months).
2. VAT certificate (not older than 6 months).
HSE self-declaration ( annex 2).
The Contracting Authority will obtain the company registration certificate themselves for Norwegian tenderers. Foreign tenderers must attach certificates that prove that they are legally-established businesses as determined by the law of the country in which the service provider is established.

The service provider must be a legally established enterprise.
Økonomisk og finansiell stilling:
The company's most recent Annual Report with notes, including new information of relevance to the company's fiscal figures if available. If a tenderer has valid reasons as to why such documentation cannot be obtained, or that the economic situation has changed significantly since the last submitted Annual Report, the tenderer can prove his economic and financial position with other documentation that the Contracting Authority can accept. If the tenderer has such valid reasons, he may contact the Contracting Authority in writing in order to clarify what other documentation is acceptable. The Contracting Authority reserves the right to obtain the tenderers' credit ratings.

The tenderer is required to have adequate economic and financial capacity to carry out the assignments in the contract period.
Teknisk og faglig kapasitet:
An overview of the service provider's most important contracts in the last 3 years. This must specify the content of the contract, value, length and the name of the contracting authority. The overview must include a minimum of 3 contracts to the government sector or relevant high-risk systems. The template, annex 3 must be used.

Description of the company's quality assurance procedures and documentation of any certification.
Statement of the number of persons at the service provider who work daily with assignments connected to the disciplines included in this competition. The overview of the number of person shall be divided between education level and the number of years of relevant work experience. The template, annex 5 must be used.

If the service provider must use sub suppliers to fulfil the requirement for technical/professional qualifications or financial/economic position, the service provider shall document to the contracting authority that he has the right to use the necessary resources, by enclosing a binding statement on this from these sub suppliers. The template, annex 4 must be used.

Service providers shall have broad experience from equivalent contracts within the government sector with critical systems or assignments for high-risk systems within, for example, bank/finance, oil/gas etc.
The tenderer should have good procedures for quality assurance of its services.
— Service providers must have very good and stable capacity and the ability to fulfil the contract.
Sub-suppliers:
The service provider shall, together with the qualification application, provide an overview of the sub suppliers/cooperation partners that could be used and an overview of what these will contribute. The application must also state how the cooperation is regulated between the parties.

The contracting authority shall only deal with the service provider, who will have the same responsibility for his sub suppliers' services as for his own.

The Brønnøysund Register Centre has objects worthy of being shielded in accordance with the Security Act. When executing the assignment, the chosen tenderer can have access to graded information and/or object(s) worthy of being shielded. This means that the procurement is to be seen as a security graded procurement, cf. the regulations on security graded procurements.

This means that it is also necessary to enter into a separate security contract with the service providers who are awarded this assignment, cf. the Security Act § 27 and the regulations on security graded procurements § 2-5. The requirements for the service providers will deal with the need for handling graded information. The requirements can included:

b) Division into physical areas (cf. the regulations on information security, chapter 6 B).
c) Storge (cf. the regulations on information security, chapter 6 D).
d) Authorisation/security clearance of personnel (cf. the regulations on personnel security).
e) Document security (cf. the regulations on information security, chapter 4).
f) Information system security (cf. the regulations on information security, chapter 5).
