Oslo municipality has implemented a new investment regime for working out a concept choice review (KVU) and preliminary project with a steering document as the basis for investment decisions. The KVU and preliminary project go through external quality assurance, KS1 and KS2 respectively.
Procurement 159/2014 ‘Parallel framework agreements for consultancy services for working out concept choice reviews (KVU) and steering documents’ will run parallel with the existing tender contest.

The service provider must be a legally established company Documentation requirement:
Norwegian companies: Company Registration Certificate.
Foreign companies: Proof that the company is registered in a trade register or company register as prescribed in the law in the country where the service provider is established. The service provider shall have settled conditions in relation to the payment of tax and VAT.

Documentation requirement:
Tax and VAT certificates that are not older than 6 months. The certificates can be obtained from the local tax collection office or tax office.
Foreign service providers shall present certificates from equivalent authorities to the Norwegian ones.
The service provider shall fulfil legal requirements in Norway within health safety and environment (HSE).
The attached HSE declaration shall be filled in and signed.
Økonomisk og finansiell stilling:
The service provider shall have the financial capacity to fulfil the assignment/contract.
Documentation requirement:
The company's last 2 annual accounts including notes, the board's annual reports and the auditor's reports, as well as recent information that is of relevance for the company's accounting figures. and a credit assessment/rating carried out by a publicly certified credit rating institution, not older than 3 months, which is based on the most recent financial figures. The entire credit rating report shall be presented.

Teknisk og faglig kapasitet:
Good experience is required from equivalent assignments, including working out technical feasibility studies, preliminary projects and detailed engineering design services for water and sewage installations.
Documentation requirement:
A list of the service provider's most important deliveries and/or services performed in the last 3 years, including information about the value, date and name of the public or private recipient.
If the services were for public contracting authorities, they shall be documented by certificates issued or confirmed by the relevant authority.
If the services were for the private sector, the certificates shall be issued or confirmed by the private company in question. If these do not exist a declaration from the service provider can be accepted.
The service provider must have adequate capacity and the ability to fulfil the contract.
An account of the service provider's average work strength and the number of employees in the administrative management during the last 3 years.
The service provider shall have a quality assurance system for the services that shall be provided.
Service providers shall give an account of the quality assurance system that will be used for the contract work in question. The account shall describe the system's main elements that are relevant for this contract and it shall provide an overview (contents) that shows the system's totality.
