Oslo municipality has implemented a new investment regime with the preparation of a concept choice review (KVU) and preliminary project with a steering document as a basis for investment decisions. KVU and preliminary project go through external quality assurance, KS1 and KS2 respectively.
Procurement 158/2014 ‘Parallel framework agreements for consultancy services for the preparation of a technical feasibility study, preliminary project and detailed engineering design’ will run parallel with the existing tender contest.
The Water and Sewage Department has many major assignments coming up in which the new investment regime will be used. The aim of the procurement is to prepare concept choice reviews and steering documents. The work shall be started in 2015.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The service provider must be a legally established company.
Documentation requirement:
Norwegian companies: Company Registration Certificate.
Foreign companies: Proof that the company is registered in a trade register or company register as prescribed in the law in the country where the service provider is established.
The service provider shall have his tax and VAT payments in order.
— Tax and VAT certificates not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office.
Foreign service providers shall present certificates from equivalent authorities to the Norwegian authorities.
The service provider shall fulfil legal requirements in Norway within health safety and environment (HSE).
Documentation requirement: The attached HSE self-declaration filled in and signed.
Økonomisk og finansiell stilling:
The service provider shall have the financial capacity to fulfil the assignment/contract.
Documentation requirement:
The company's last 2 annual accounts including notes, the board's annual reports and the auditor's reports, as well as recent information that is of relevance for the company's accounting figures and a credit assessment/rating carried out by a publicly certified credit rating institution, not older than 3 months that is based on the most recent financial figures. The entire credit rating report shall be submitted.

Teknisk og faglig kapasitet:
Relevant experience is required from equivalent contracts.
Equivalent contracts means: preparing KVUs and steering documents related to building and construction projects and water and sewage installations.
Documentation requirement:
A list of the service provider's most important deliveries and/or services performed in the last 3 years, including information about the value, date and name of the public or private recipient.
If the services were for public contracting authorities, they shall be documented by certificates issued or confirmed by the relevant authority.
If the services were for the private sector, the certificates shall be issued or confirmed by the company in question. If this is not available, a declaration from the service provider can be accepted.
Attention is drawn to the fact that CVs are not to be included as documentation for the qualification requirement.
The service provider must have adequate capacity and the ability to fulfil the contract.
An account of the service provider's average work strength and the number of employees in the administrative management during the last 3 years.
The service provider shall have a quality assurance system for the services that shall be provided.
The service provider shall given an account of the quality assurance system that will be used for the contract work in question. The account shall describe the system's main elements that are relevant for this contract and it shall give an overview (contents) that shows the system's totality.

If the service provider's quality assurance system is certified in accordance with ISO 9001 or other standard, it is sufficient to enclose the certificate.
