Oslo municipality has implemented a new investment system with preparation of concept choice reviews (KVU) and a preliminary project with steering documents, as a basis for investment decisions. The KVU and preliminary project go through external quality assurance, KS1 and KS2 respectively.
The Agency for Water and Sewerage Works has many major assignments in the coming years in which the new investment system will be used. The objective of the procurement is to enter into parallel framework agreements for preparation of concept choice reviews and steering documents. The work shall be initiated during 2015.
The tender contest was published earlier (13.2.2015), but was cancelled due to lacking contest based on the requirement the contracting authority made for participation. The tender contest is therefore republished with some altered frames.

Requirements
The tenderer must be a legally established company.
Documentation requirement:
Norwegian companies: Company registration certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
The tenderer's tax and VAT payments shall be in order.
Certificates for tax and VAT, not older than 6 months from the deadline for receipt of tenders. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the local tax collector or the Norwegian Tax Administration.

Økonomisk og finansiell stilling:
Requirements
The tenderer must have the financial capacity to implement the assignment/contract.
Documentation requirement:
The company's last 2 annual accounts including notes, the Board's Annual Reports and Audit Reports, as well as new information of relevance to the company's fiscal figures
and
a credit rating carried out by a certified credit rating institution, not older than three months from the deadline for receipt of tenders, based on the last known accounting figures. The entire credit rating report shall be submitted.
If, for valid reasons, the tenderer is unable to submit the documentation as requested by the contracting authority, the tenderer may prove the economic and financial position with any other document that the contracting authority finds acceptable.
Teknisk og faglig kapasitet:
Requirements
Relevant experience from corresponding assignments is required.
Relevant assignments are in this context defined as preparation of concept choice reviews and steering documents. Equivalent review works and/or quality assurance of the concept choice reviews and steering documents. (KS1 and KS2) will also satisfy the requirement.

Documentation requirement:
A list of the most important deliveries or services performed during the past three years, hereunder information about the value, time frame, and the name of the public or private recipients.
If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned.
If the services were for private contracts, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.
Requirement:
The tenderer shall have sufficient capacity and execution capabilities.
A statement of the tenderer's average workforce and the number of employees in the administrative management during the last 3 years.
The tenderer shall have a well-functioning quality assurance system for the services that are to be provided.
The tenderer shall give an account of the quality assurance system which will be used for the contract work in question. The account shall describe the system's main elements that are relevant for this contract and it shall give an overview (table of contents) that shows the system in it's entirety.

The requirement for ‘relevant experience from corresponding assignment’ will be particularly emphasised in the selection of tenderers.
