Oslo kommune, in co-operation with other public agencies, intensifies efforts against work crime generally and especially social dumping, and will now establish agreement with suppliers who can assist in professional contract follow-up within the areas of risk, including cleaning and building and construction. The services that are described in the requirement specification must be deliverable both to all of Oslo municipality's organisations and all of the 64 (99) public agencies that have joined the agreement. Assignments must be able to be carried out at locations throughout the whole of Norway. The content in the individual specific assignments will be further defined by the Contracting Authority in the individual call-offs within the frame of the requirement specification.

Some of these are coalitions of organisations and altogether there are 99 participants connected to the agreement. It is extremely uncertain what the scope of the requested services will be. It is estimated that there will be 30-60 call-offs undertaken of various sizes during the 1st year of the agreement, but that the scope will increase thereafter. The service provider shall be a legally established company.

Documentation requirement:

Norwegian companies: Company Registration Certificate.

Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the supplier is established.

Requirement: The service provider must have the financial capacity to carry out the assignment/contract.

Documentation requirement:

Last Annual Financial Statement including auditors comments.

The Contracting Authority will obtain its own credit rating.

Good implementation ability is required.

Documentation requirement:

A description of entities (also sub-suppliers) the supplier has at their disposal for fulfilment of the contract and attached organisation chart.

Good experience is required from equivalent assignments. By equivalent assignments, we mean experience directly relevant in regard to the services described in Annex 1, Requirement Specification.

Liste and a short description of supplier's equivalent assignments in the last 3 years, including information on the value, date and name of the company.

Any Commitment statement:

The supplier can use other companies' capacity where appropriate, regardless of the legal nature of the connection between them. If so, the supplier should document to the Contracting Authority, that necessary resources are available. E.g. by presenting a commitment statement from these companies).
