The framework agreement shall be for two years, with an option for the Contracting Authority to extend the contract for a further two years, to a maximum total of four years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1. Norwegian tenderers shall have their
tax, payroll tax and VAT payments in order.
Documentation requirement:
Tax and VAT certificate. The certificate shall not be older than six months calculated from the tender deadline.
2. The tenderer must be a legally established company.
Norwegian tenderers:
Company Registration Certificate.
Foreign tenderers:
Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers shall have a satisfactory economic and financial position.
Documentation requirement:
The company's annual accounts for recent years, including the auditor's statement, as well as recent information of relevance for the company's financial figures.
Alternatively:
A credit rating from a certified credit rating agency (Dun & Bradstreet,
Lindorff Decision, Creditinform or similar).
The credit rating cannot be more than six months old, calculated from the tender deadline.
The credit rating must include:
— Key figures from the last 3 years
— Any remarks from the auditor.
Teknisk og faglig kapasitet:
1. Ability to fulfil the contract — personnel
Tenderers are required to show a sufficient ability to fulfil
the assignment in accordance with the contracting authorities' needs. Tenderers are therefore required to have sufficient capacity and competence to fulfil the assignment.
Documentation requirement:
Overview of the company's total manpower, as well as manpower within
the relevant discipline.
Overview of the number of service vehicles equipped and fitted for the purpose.
2. Professional competence. Tenderers are required to have sufficient
competence to fulfil the assignment professionally, as well as
the ability to give the contracting authorities advice within their discipline.
Tenderers shall document that at least three persons in the company have certificates of apprenticeship within each discipline that a tender has been submitted for.
Tenderers shall document that at least one person in the company has a relevant masters or
bachelor degree or a two year education as a vocational college technician with a relevant certificate of apprenticeship.
The person in question shall have at least three years relevant practice after their completed education.
Particular for contract area 7:
Tenderers who shall submit a tender for area 7 shall have at least one person in the company who has a certificate of apprenticeship within the discipline ground work and road maintenance.
3. Quality assurance
Tenderers shall have systems for quality assurance and an efficient flow of goods.
Documentation shall be provided in one of the following ways:
Alternative 1: A description of the company's routines for quality assurance, with an emphasis on
quality assurance, resource management, the management's responsibilities and continual analysis and improvements.
Alternative 2: If a tenderer holds an ISO 9001:2000 certificate, this may be enclosed.
3. Experience is required from similar contracts. Tenderers shall have good experience from
equivalent assignments
Documentation requirements:
Tenderers must fill in annex 6 — reference form, with the (four) most important
relevant contracts in the last three years with the following information:
— The contracting authority or recipeint.
— a description of the assignment; a short description of the project, its size, value and what
functions the tenderer had in the project.
— the date of the contract
— the length of the contract from when it was signed until handover.
— Furthermore, information shall be provided for a contact person for each contract, as well as the contact person's telephone number and email address.
The contracting authority has the right to
contact the stated references in order to
verify the extent and quality.
