The contracting authority has the following requirements for tenderers in accordance with the rules: Two certificates shall be presented, which are issued by the chief municipal treasurer and the tax collector in Norway respectively, and the equivalent in the country where the tenderer is established, as confirmation that the tenderer has fulfilled his obligations regarding the payment of taxes and duties in accordance with the legal provisions. The certificates shall be issued on form RF-1244 as stipulated by the Tax Directorate.

The HSE and tax certificates shall be available by the tender deadline. The tax certificates must not be older than six months, calculated from the tender deadline.

Tenderers shall have the necessary insurance that is required for the assignment.

Confirmation of liability insurance.

Økonomisk og finansiell stilling:

Tenderers will be required to have the economic ability to carry out the contract.

Documentation:

Credit rating Dun & Bradstreet ”A” or equivalent.

Nord-Odal kommune will on their own be able to obtain supplementary information about the tenderer's economic position.

Teknisk og faglig kapasitet:

Tenderer shall have experience with and have carried out assignments of the same nature, complexity and scope for the disciplines requested and offered.

Documentation:

A list of the company's most important deliveries and services performed during the past three years, including information about the value, time, as well as the name of the public or private recipients. Services to public contracting authorities shall be documented by certificates issued or confirmed by the authority in question. If the services were for private contracts, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.

QUALITY AND EXECUTION OF THE ASSIGNMENT

A good and well-functioning quality assurance system is required for the services that shall be provided.

Documentation

Description of the company's policy regarding quality management, with emphasis on quality assurance, resource management, management responsibility, manufacturing process and continuous analysis and improvement. If a tenderer holds an ISO 9001:2000 or later certificate, this may be attached.

Description of resource use and seeing to progress in each project.

Description of which assignments are expected to be carried out by/seen to by the municipality.

RESPONSE TIME

The contracting authority would like tenderers to start an assignment within five working days from receipt of request for assistance.

Tenderers shall give an account of whether this is possible, and state the number of days for starting an assignment from when the request for assistance is received.
