The Joint National Welfare Technology Programme shall, through various tests of the welfare technology systems, obtain recommendations on systems that shall be made available on the market. Some of the priority areas will include groups of persons with health challenges or functional reductions where welfare technology systems to a small degree have been previously tested.
In these situations it would be necessary to test various types of technological products, adapted to support systems (e.g. questions that the user complete on his tablet and submit to a health professional person — i.e a subjective self-assessment/evaluation and illness specific questions) etc. The selected development partner shall provide assistance in this work. The assignment also includes implementation of smaller pilot projects where the objective is to conduct quality assurance of the decisions that are made.

The framework agreement period is 2 years with an option for a further prolongation of 1 + 1 years. The total contract period is 4 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: The tenderer shall be a legally established company.
Documentation requirement: For Norwegian tenderers: Company registration certificate from the Brønnøysund Registre Centre. Foreign companies: Verification that the company is registered in a trade register or business register as prescribed by the law of the country where the tenderer is established.

Qualification requirement: Tenderers must have fulfilled their tax, VAT and payroll tax obligations in accordance with the relevant legislation.
Documentation: A joint certificate (tax, payroll tax and VAT) from the Tax Administration.
— The tax certificate(s) shall not be older than 6 months, from the tender deadline. Any arrears or other irregularities must be justified.
Økonomisk og finansiell stilling:
Requirement: The tenderer shall have sufficient economic and financial capacity to carry out the assignment/contract.
Documentation requirement: Credit evaluation/rating, not older than 12 months, based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution. Minimum requirement — the tenderer shall be creditworthy.

Teknisk og faglig kapasitet:
Implementation ability and capacity.
Requirement: The tenderer shall have sufficient implementation ability and capacity.
Documentation: A statement of the tenderer's average workforce and the number of employees in the administrative management during the last 3 years.
Professional competence and experience
Requirement: The tenderer must substantiate experience from equivalent assignments.
Documentation requirement: Reference list of the tenderer's business over the last 3 years with relevance for this assignment. The reference list shall include the contracting authority's name, date and value of the assignment. What has been delivered and the function the tenderer had in the assignment, must be stated.

Quality assurance system.
Requirement: The tenderer shall have satisfactory quality assurance routines.
Documentation requirement: An account of the company's quality assurance/management system, to ensure that the assignment is being carried out in the most efficient and purposeful manner. Copy of a system certificate issued by an accredited certifying body or equivalent documentation of the quality assurance system.
