Oslo kommune and The Public Administration Department for elderly and social services (EST), hereafter referred to as the Contracting Authority, invites you to open competitive bidding in connection with the procurement of framework agreement for consultancy services related to service design. The sector for elderly and social services (the EST sector), includes 15 districts, Barne- og familieetaten, Helseetaten, Sykehjemsetaten and Velferdsetaten in this agreement. The organisations in the EST sector deliver services to Oslo kommune's residents and has a continual need to develop these services. The organisations have long experience and are actively working to both evaluate and develop the existing services, and to map the need for new services. A relatively new tool in the work with service development is service design. Service design as a discipline is based on a holistic and human centered approach to develop services, that builds on an understanding that a service is an experience that is created over time and through several contact points. The Public Administration Department wants to facilitate more extensive use of service design. The organisations in the EST sector can have a need for assistance within the discipline of service design to organise and carry out projects and work which leads to the development of services for residents in Oslo, regardless of whether the services are provided by private suppliers or on it's own. Use of service design is also applicable in connection with the planning and implementation of larger procurement processes. Consultancy services within the area of service design can give access to other types of knowledge and tools than those the organisations currently has access to. On this background, a framework agreement shall be established for consultancy services. The agreement shall secure professional quality in the selection of consultants and simply the work of procuring these resources in each individual case.

The tenderer must have the financial capacity to implement the assignment/contract. Documentation requirement: Credit evaluation or rating, not older than one year, and which is based on the last known fiscal figures. The report is to be delivery in it's entirety and must contain key figures for the last financial year. The rating shall be carried out by an officially approved credit rating institution.
