The tenderer is required to have a legally established company.

Company Registration Certificate.

Foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the business is registered.

Økonomisk og finansiell stilling:

Tenderers are required to have satisfactory financial implementation ability.

Credit rating report, not older than six months, from Dun & Bradstreet, Lindorff Decision or equivalent approved credit rating agency.

If there is no credit report, the tenderer may alternatively enclose accounting statements, with the auditor's report, for the last financial year.

A joint certificate on taxes (tax, advance tax deduction, garnishment, payroll tax) and VAT (Tax certificate) shall be presented.

The tax certificate can be ordered from Altinn. The certificate must not be more than 6 months old from the tender deadline.

Teknisk og faglig kapasitet:

1. Tenderers are required to have sufficient capacity.

2. Tenderers are required to have a good ability to fulfil the contract, good professional qualifications, as well as broad experience from various assessment and valuation assignments of an equivalent nature and complexity.

3. The person responsible for the assessment at the service provider shall be a NITO valuation engineer, NTF-assessor or have equivalent qualifications.

4. The person responsible for the valuation can alternatively be an authorised estate agent (commercial agent).

5. The service provider must have a well-functioning quality assurance system.

1. Overview of the number of employees in the company and the number of employees with relevant trade competence, divided between job categories.

2. Overview of a minimum of ten different reference projects with a transferable value in the last 3 years with information on:

— the name of the project

— the contracting authority

— the project's size in m2 and cost

— type of building

— the assignment's contract value excluding VAT.

— the company's assignments/function in the project

— an account of how the assignments were carried out

3-4. A description of the company, an account of the qualifications of the person(s) in charge with a copy of certification as an assessor or authorisation as a commercial estate agent.

5. Statement of the tenderer's quality assurance system/quality management system.

a copy of the system certificate issued by an accredited certification body or equivalent documentation.

Criteria/principles for selection:

The criteria for the selection of which service providers/companies will be invited to participate in the contest are best fulfilment of the professional qualifications, reference assignments, ability to fulfil the contract and geographical coverage within each contest area. The participants shall have competence within assessment and valuation if there are a sufficient number of tenderers within these two categories that cover the regions' catchment areas. Statsbygg will choose the best qualified based on the assignment's character. When assessing which companies are best qualified, competence, references etc. cf. points 2-4 in the qualification requirement for technical /professional qualifications, cf. the qualification documentation point 3.2, will be used.
