The Contracting Authority wants tender offers on the delivery of: Research and Development services in traffic safety.
In working toward the 0 vision and the final stage of the National Transport Plan for a maximum of 500 people killed and seriously injured in 2024, it is necessary to continually generate new knowledge about effective traffic safety initiatives. The Norwegian Public Roads Administration is responsible for the sector of traffic safety work, and shall have top competence in this discipline. Due to limited internal capacity, the agency wants to enter into framework agreement with up to six tenderers.
The Norwegian Public Roads Administration has a need for consulting in the following categories:
— Research and Development services in traffic safety
Selection of tenderers to the individual assignments will occur by mini contest cf. Annex 3 'Call-off template for framework agreement with mini contest'.
The Norwegian Public Roads Administration purchases Research and Development services for an estimated 16 000 000 NOK per year.
The scope of the contract is:
The agreement period is two years from the date that both parties sign the contract.
Options:
The contracting authority has the option to extend the contract for 1 + 1 years, so that the total possible contract length is 4 years.

The company shall meet the requirements of Norwegian legislation with regard to health, safety and the environment.
Tenderers shall enclose a completed and signed HSE self-declaration. (Template for HSE self-declaration is attached, see Attachment 1 of the tender documents) HSE self-declaration shall be signed by the general manager and an employee representative.

Teknisk og faglig kapasitet:
1) Tenderer shall submit with the tender offer, a list of the most important, relevant deliveries and executed services during the last three years.
A minimum of 3 reference contracts should be accounted for.
Including information about:
Project name: Start and completion year:
Economic frame: At the tenderer and altogether in the project
Project manager at the tenderer (name, tel. no. and email address): Brief description about the project content (max. six lines):
State whether the tenderer's main focus in the project has been: traffic safety, evaluation or other parts.
As well as the name of the public or private recipient.
The reference must be contactable for quality assurance of the described information in the tender offer. The tenderer is responsible for clarifying the reference before the tender offer is delivered, to ensure that the reference will be contactable.

2) Tenderer shall attach to the tender offer a report on the tender's average workforce and number of co-workers during the last three years.

1) Tenderer shall have experience from equivalent deliveries.
2) Tenderer shall have sufficient capacity and implementation ability.
